All of our diaphragm cell plants are being audited to assure that they are in compliance with the OSHA asbestos standard. In many instances, we are taking extraordinary measures to minimize exposures. I feel that this area development is coining along nicely.
As for our practices in insulation, I was just getting around to this when the vinyl chloride news broke. There are certain programs that should be completed at Lake Charles, Barberton, Natrium, and Corpus Christi.

Tnere has been considerable.discussions concerning the appropriate Threshold Limit Values for synthetic amorphous silicas among producers, users, NIOSH, OSHA, etc. To clarify the present status, the following information is provided.
The present OSHA standard for amorphous silicas is 20 mppcf. The 80/% SiO? has been misused by OSHA, and PPG has a letter from OSHA stating that this standard (80/% Si02) is not applicable. It is possible for OSHA under the general duty clause to apply the latest consensus standards from such sources as the ACGIH. The ACGIH TLV is 10 mg/m^ for. total inert dust. The ACGIH TLV corrmittee has proposed a notice of intended-change for amorphous sili cas and diatomaceous earth of 3 mg/m^ total dust and 1 mg/mJ respirable fraction. This isbeing contested by the industry as being unnecessarily restrictive since it is documented on only diatomcceous earth data.
X C i i cCOiTl'TjGl tG2Q eft uij] "* time that we use 10 mg /nr' dust and h mg/m respirable fraction for our synthetic amorphous silicas. If you have any questions, please contact me.

PROJECT DESCRIPTION (DESCRIBE ADEtiUATr.LY IN DETAIL WHAT 15 WANTED AND V HAT IT :S THAT YOU WANT ACCOMPLISHED)
Barberton Technical Center will allow K. A. Kuryia to come to Lake Charles with proper stack sampling equipment and sample fiain for making particulate measurements being emitted from each of the pigment plant stacks.
REASON FOR EXPENDITURE
State of Louisiana has indicated to us 1 hat Lake Charle,- area has high particulate in ambient air. FPG will, from this study, determine paiticulcte stack emissions.

TECHNICAL REPORT MARCH 11, 1970
CONTINUING PROGRAM OF MONITORING ATMOSPHERIC CONTAMINANTS WITHIN THE LAKE CHARLES PLANT LD-1121A
INTRODUCTION
This report is an addendum to answer questions that have arisen concerning LD-1121.
DISCUSSION
The Threshold Limit Values stated in LD-1121 are recommended by the American Conference of Governmental Industrial Hygienists and are expressed as "parts of vapor or gas per million parts of air by volume" or "milligrams particulates or aerosols per cubic meter of air" at 25C and 760 mm Hg. The reported values in this report are expressed in the same units.
Sampling time varies greatly, depending on the method of detection and the concentration of contaminant present, but listed below are approximate sampling periods for given contaminants:
Ammonia Chlorine Chlorine-Chlorine Dioxide 1,2-Dichloroethane Ethylene Hydrogen Chloride Lead Mercury
