SUBJECT: Asbestos Dust Conerol is Broke Service Centers As a natter of background ve have been asked several tines over the past 2 or 3 years by the Asbestos Information Association (AlA) to get something together concerning asbestos in brake linings* Consents have been nade concerning the AlA booklet "Asbestos and Brake'Linings," that It is purely a reference source providing background for the general public. Zt does not accomplish anything as regards educating users of asbestos bearing brake linings. Consents vara passed at eemalttee meetings to the effect thee the booklet is really of little value. However, no action has been taken by the committee as regards providing AlA vith something of more value. In June 1974 X received a nemo from Hr. 1. H. Heaver concerning a write-up that had been done by Hr. Hoalli of Baybestos-Hanhactaa. .It was a general write-up on precautions that could be taken In brake shops when working with asbestos bearing brake linings. Hr. Heaver bad several editing changes and I nade aone changes to the write-up. This subject was dormant since then, but X resurrected it when I received two recent requests concerning reconmen&atlons in the brake service shops. One letter was iron State Fans Fire and Safety Casualty and the other was from MOTOR Magazine. Copies of the correspondence are enclosed. I believe If industry is to present its side concerning asbestos, 1 had to reply to these inquiries. He should nake objective and responsible recommendations. For that reason, I vent to the files and pulled out this write-up that bad been forwarded by Hr. Heaver in 1975. This write-up is the best I have. 1 took the liberty of using and sending it to those Inquiring about asbestos is tbe brake shops. I indicated that it is is , draft form end I do not have a final write-up. Engineers at RaybestosManhattan are reviewing this currently to see If changes should be recommanded. I would very much appreciate it if members of tbe Asbestos Study Committee would review this write-up end nake recommendations. If there is some significant ares ve have missed, we would appreciate comments and recommendations in that area. In the meanwhile, until 1 get a final draft on these recommendations, 1 will send copies of this draft. Over the pest week or so I have been* in contact with Mr. 1. B. Heaver who had earlier served as`Chairman of the Asbestos Study Committee. Hr. Barry Hagner, present Chairman, has been quite ill for tbe last several weeks, Tom the President, 1 have asked Mr. Heaver to serve as acting Chairman of tbe Asbestos Study Committee until the membership of this coaoittee is settled. 1 have, therefore, been working with Mr. Heaver concerning this write-up.
