Kelly 1 will attempt to summarize our discussion we had last week during which Z expressed ray personal concern that the emo tions now toeing associated with PCBs would adversely affect us through an OSKA plant Inspection. In Deoember two Incidents'occurred which are aomewtiet related. At a PCB meeting In Korth Carolina Z was approached toy a Dr. Powoll. a former Monsanto employee and now a ohemlst with the Rational Institute of Environmental Health Sciences, who asked If it were possible for government personnel to Inspect the PCB producing unit at Sauget. Illinois. I did not oomralt Monsanto to any visit but Informed Dr. Powell we would certalnly give serious consideration to a request from a respon sible representative of government. He then Indicated that he waa assigned the task of setting Inspection standards for 03HA and was going to recommend that the Monsanto PCB unit be uaed aa a prototype. As yot we have received no formal request to visit ths plant. The Deeeraber 27. 1971 Issue of Air end Water Hews contains en Item referring to PCBs. the Occupational safety and Health Institute. Monsanto's eaclly obtainable health data" and Dr. Terry Davies'. Council of Environmental Quality, Indica tion that a health study involving Monsanto's cllnlcel data would toe recommended. It Is my understanding that the modloal program for our PCB employees Is no different than for the other employees at a plant. To date we do not have such basic data es a list of employees who have been Involved In the manufacture or PCBs. Since the PCB problem has been of soma concern for over three years It seems to me we are extremely vulnerable to severe criticism for not taking any unique action. I recognize the problems associated with special medical pro grams but In this lnstenoe the "lets do nothing stance" can also lead to serious problems. You Indicated that the W. Q. Krummrlch plant was reedy for a normal OSHA Inspection. HONS 098213 F. J.
