Gray: Attached Is the final report of the Taft Acrylic Esters II (Including Distribution) Operational Safety/Health Survey (OS/HS) performed August 14-22, 1986, by the team shown on the attached report. Comments on the preliminary report presented to you and other plant management personnel on August 22, 7986 have been received and Incorporated Into this final version. During the survey, the Team noted no Imminent concerns, two major concerns, and a number of less serious safety and health concerns. It Is customary. In accordance with Operational Safety/Health Survey Guidelines, for the surveyed unit to Issue an action plan addressing the concerns noted within about sixty days of Issue of the final report. LH7.5 Amines A potential amines exposure problem exists In the drumming building due to condensation of the amines In the drum scrubber fan vent exhaust. Condensed amines are supposed to be collected In a drum via tubing, but. due to problems with the collection system, amines are running down the Inside building wall, thus Increasing the potential for personnel exposure. Recommendation: Proper equipment for collection and safe disposal of condensed materials should be Installed, If the existing system cannot be made to function properly. LH7.6 Asbestos 1. The team observed that flexible rope-like gaskets and packing ("necklaces*) are used on tank trucks and tank cars. Used gaskets were found lying about the tank car and tank truck work areas. The asbestos-containing potential of these gaskets could not be confirmed. 2. Erosion of pipe elbow Insulation covering was observed In several places In the field storage area which could lead to air-borne asbestos particles. If the Insulation were asbestos as It appears It could be, based on age and Installation configuration. -53UCC 022369 Recommendations: OSHA has recently reduced the 8-hour time weighted average exposure limit for asbestos from 2 fibers per cubic centimeter to 0.2 fibers per cubic centimeter. UCC recognizes asbestos as a human carcinogen. 1. Determine If the flexible rope-like gaskets contain asbestos. If asbestos (friable) Is present. Initiate proper procedures for Its use or adopt a less hazardous alternative material. If available. 2. Consider implementing a program to Identify and label all asbestos sources. -54UCC 022370
