Winkel -Santa Ana DATE: SUBJEC 79 As noted in Tom Feit's metro of October 26th, CAL/OSHA Standards Board has voted to reduce the "action level" for asbestos from .5 f/cc to .1 f/cc. As Tom indicates, we are uncertain of the affect of this requirement except that its potential impact could be substantial at Santa Ana and Newark. During the past several months, we have seen indications that we can maintain some of our plants at less than .1 f/cc as evidenced by recent air samplings in locations such as West Chicago, Omaha arid Minneapolis. I would like to have the two of you make recommendations by January 1, 1980 as to what corrective actions can be taken at Newark and Santa Ana in order for us to be assured that we can achieve the .1 f/cc level at these locations.
