ASBESTOS MEDICAL SURVEILLANCE LISTS
There have been questions arise concerning the criteria to use in developing lists of employees with asbestos exposure for plant medical as recommended in the medical surveillance section of Engineering Standard &-4-T; particularly C--se?r'R.l.2 and S.1.2.
The medical surveillance section reads as follows: {
8. MEDICAL SURVEILLANCE
8.1 Each site should maintain list(s) of employees who have documented asbestos exposure. The plant medical group must be kept informed of those listed. The list(s} should identify the following.
8.1.1 Those currently exposed to asbestos: -*-!>
a. All employees working in jobs that require
handling of asbestos* which might become airborne (such
as carpenters working with Transite, insulators, pipe
fitters, and millwrights).
.
sir p.r.
b. All employees working in jobs which are ex posed to measurable quantities of asbestos. /The lower limit of reliable quantification of the required measure ment technique is 0.1 fibers/cm3 of air, see Ref (4).

previously worked in~ jobs~wxt'h an exposure describe5~*ln B .1.1.
8.1.3 Those with a known off-plant asbestos exposure prior to or during employment at Du Pont. At time of employ ment and periodically thereafter, care should be taken to record any history of off-plant exposure to asbestos,
8.1.4 Those whose x-rays show changes of the type which are known to result from asbestos exposure.
8.2 Medical Examinations. Preplacement, annual, and termina
tion medical examinations must be made available to employees i->^
in an occupation exposed to asbestos. These examinations must
include as a minimum, a PA chest x_-_rav, medical history, and
pulmonary function tests.

.
8.3 "Guidelines for Physicians" [see P.ef (5)] contains additional information on interpretation and frequency of x-rays for asbestos exposed employees.
lists of employees who have previously worked on jobs with asbestos.ex posure or who had known off-plant exposure.
f Some suggested, guidelines in developing such lists with respect to
subsections 8.1.2, and 8.1.3 would include but not be limited to the
following:
Employees who were formerly in job assignments with
. v potential for exposure such as insulators, pipefitters,
millwrights, and general mechanics or carpenters who
. cuf'trarisite.
'' '
'Employees who were formerly general or utility mechanics or manufacturing" personnel who were involved in the reno vation, demolition, or overhaul of CP lines, boilers, tanks, reactors, and associated duct and pipework which involved the removal of old insulation.
Employees who were formerly in these ojy'other job assignments which could have resulted in asbestos exposure such as handling asbestos additives, emptying bag filters, cutting transite, mixing, spraying, or otherwise applying asbestos
containing cement, mortar, coatings, grout, plaster, or _ similar materials. _ I-
Construction work, electrical apparatus manufacture, and heating and a/c work are three occupations where there may have been potential for off-plant exposure to asbestos.
In considering exempt roll employees, unless information is known to the contrary, I would suggest only first line supervision associated with the described job assignments or operations be listed.
With regard to -sections 8.1.2, and 8.1.3, once this list is
developed and sent to the plant medical group, no further action is
-/required on your part.

Guideline* for tha radesignation of PSRO ares* (42 CFR 4802) provide that we may revise arse designations when we determine it is necessary and that we may consider the coordination with
existing health servlet areas and the coordination with Mtdicar*/Medicaid fiscal agents in our radesignation decisions. The local health service area covers all of Los Angeles County. Therefore, any consolidation of PSKO anas within Los Angeles County diminishes problems of coordination,
data sharing and other health planning efforts for the Lo* Angeles County health service area. The Medicare/ Medicaid fiscal agents covering the Lot Angeles County area currently must relate to eight different PSRO trees resulting in considerable duplication of effort This is particularly true since dure is considcrabla overlap of medical practice patterns and service areas across PSRO ares boundaries.
