No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the Williamson Pumping Service, Inc. / Featherstone SWD Tank Battery facility, which contained two (2) tank batteries with three (3) tanks for saltwater separation and storage and one (1) saltwater disposal (SWD) injection well (possibly inactive). For additional GPS location and photo metadata, see Appendix 1. I observed the saltwater storage tank and the associated tank battery, see Photo No. 3. I observed an uncapped pipe with salt crystal accumulation inside the tank battery, see Photo No. 4. I observed a disturbed area and excavated piping with salt crystal accumulation inside the tank battery, see Photo No. 5. I observed two (2) separators inside a tank battery, see Photo No. 6, I observed dead vegetation and trees in an adjacent wetland from a possible historic release of saltwater, see Photo No. 7. Section III - AREAS OF CONCERN No closing conference was held due to no personnel with Williamson Pumping Service, Inc. being present during the inspection. Areas of concern at the time of the inspection included the following: Incorrect/outdated signage at the facility (required by AOGC) (Photo No. 1), Accumulated salt inside the saltwater storage tank battery, 40 CFR 112.9(d)(3) (Photos No. 4 and No. 5); and Possible historic saltwater release from the facility, 40 CFR 112.9(d)(3) (Photo No. 7) Section IV - FOLLOW UP Inspector will conduct follow-up phone calls with the company representative(s) over the coming weeks and months to ensure areas of concern are properly addressed.
