In response to EPA's proposed pretreatment standards for plastics and synthetics wastewaters discharged into municipal sewers, MCA has suggested EPA reinstate its intent to require pretreatment only where it is necessary to meet discharge permit conditions.

In testimony before the Hazardous Materials Regulations
Board, an MCA witness from the Transportation and Distribution
Committee spoke against a proposal that would require all
shippers of hazardous materials to furnish the carrier
a separate "hazardous materials manifest" in triplicate.
We pointed out that adoption of the Department of
Transportation's Hazardous Information system would negafe
the need for such additional paperwork.

In testimony on transporting hazardous materials by air, we recommended to DOT that Class A and B poisons be prohibited, and that certain packaging regulations and other operating rules be changed.

In the area of special projects--those funded by voluntary subscription to conduct investigative research--there are several new developments.
(a) MCA recently undertook to administer a research program on ethylene dichloride, which is a precursor of vinyl chloride. As such, the chemical has drawn Government attention recently, and it is felt there is a need to develop additional information on its carcinogenicity and toxicity. In addition to a literature search and interpretation, mutagenic and teratogenic, metabolic, and chronic inhalation studies are planned.

several additional projects, estimated to cost about $1 million including administration, will be conducted during 1975. The need for these projects is directly related to recent testimony before U.S. congressional committees regarding the effect of fluorocarbons on the ozone layer. They involve measurements of chlorocarbons and fluorocarbons in the stratosphere and troposphere, the chemistry of chlorines in the stratosphere and examination of models.
(c) Under the vinyl chloride research program, extension of metabolic, teratologic and mutagenic studies (continuation of earlier work completed by Dow) as well as extension of epidemiological studies are planned. These projects are fully committed.
