Knowles & Sullivan, LLC 413 Broad Street Gadsden, AL 35901 josh@kkslawgroup.com SUBJ: Resource Conservation Recovery Act (RCRA) Focused Compliance Inspection (FCI) Techtrix, Inc., EPA ID: ALD982167678 Dear Joshua Sullivan: On January 18, 2024, the U.S. Environmental Protection Agency conducted a RCRA FCI at Techtrix, Inc. (Techtrix) located in Gadsden, Alabama to determine the facility's compliance status with the RCRA 7003 Administrative Order on Consent (AOC), Docket Number RCRA-04-2021-2103, RCRA, and applicable regulations. This RCRA CEI was an EPA-lead inspection. The AOC became effective on September 14, 2021, and requires the named Respondent to complete the work required in Section IX of the AOC (AOC/Work to be Performed). The EPA has determined that the facility may not be in compliance with several requirements of the Alabama Hazardous Waste Management and Minimization Act of 1978 (AHWMMA), Ala. Code 22-301 et seq. [Subtitle C of RCRA, 42 U.S.C. 6921 to 6939(g)], and the regulations promulgated pursuant thereto, found at Rules 335-14-1 to 335-14-17 of the Alabama Department of Environmental Management (ADEM) Administrative Code (ADEM Admin. Code) [Title 40 of the Code of Federal Regulations (C.F.R.) Parts 260 through 279] based on potential violations observed during the CEI. The observations made during the inspection are summarized in the attached RCRA FCI Report. Results of the FCI and subsequent injuctive relief will continue to be discussed in the biweekly meetings conducted between Techtrix and EPA in accordance with the AOC.
