Paton D. Wood L. Johnson This meeting was to review problems with car 8620 and disagreement on IR Spectra interpretation. Background 1. G.E. had rejected car 8620 based on claimed detection of aliphatic contamination. . 2. Monsanto had not accepted G.E. position because: a. No specification covering IR spectra. b. Material within agreed specification. c. Our IR work showed no presence of aliphatic material. DSW 329593 STLCOPCB4076236 Page Two July 1, 1975 3. G.E. paid for return of car to Krummrich but demanded that if investigation shows contamination we refund freight. Full credit on car contents has been issued. RHM Presentation 1. We agreed that car 8620 was different to standard. 2. Other batches tested show same differential IR absorption so situation is not isolated to one lot or product. 3. Theoretically aliphatic impurity should give 2 bands not 1. Samples spiked with oil did show 2 peaks. 4. Aliphatic in Aroclor can be concentrated by pacing through silica gel column. Car 8620 did not show such concentration. 5. We believe "blip" could be caused by different ratio of homologues in batch. Spiking 1016 with 5% MCS 1043 did show similar absorption band at same wave length. G.E. Reaction 1. Agreed contamination not aliphatic but stated they had only used this term "loosely" to identify region where change was observed. 2. Accepted RHM hypothesis on isomers but claimed not completely proven. Asked why was this first time they had observed this difference. 3. This part of spectra important to G.E. since used to make sure no pump oil in material in process and also used to measure epoxide. DSW 329594 STLCOPCB4076237 July 1, 1975 3 4. Still maintain car contaminated and Lou Wise parti cularly still maintains we should pay freight bill. 5. Agree need to explore more samples and try to define significance of absorption at this wave length. Agreed Program A. RHM to get spectra run on wider range of retained samples to try and see how much inter-lot difference is observed. B. RHM run 8620 sample vs. G.E. old standard KD 11-7010B. C. Monsanto set up for limited period two months to telex to Stenger IR trace on G.E. cars vs. G.E. standard prior dispatch (518) 747-3341, ext. 446 for Bob StengerJs attention) . D. Munch/Stenger to review new data. NOTE: Whilst technical work proceeds, the freight on 8620 will remain in dispute and Lou Wise will probably maintain pressure through Larry Barker for us to pay freight.
