OFFICE OF THE ADMINISTRATOR
Mr. Michael A. Brown Executive' Director U. S. Consumer Product Safety
Cominis sion Washington, D. C. 20207
Dear Mr. Brown:
Mr. Costle has asked me to respond to your request of
!
August 10, 1977 that EPA review the Consumer Product Safety
Commission's (CPSC) proposal to ban certain consumer products
containing respirable free-form asbestos.
I have circulated the proposal to several offices in EPA which have particular expertise with asbestos and I will promptly send you any resulting comments. I would not expect many comments, however, because your agency appears to have thoroughly explored the same scientific data base already used by the Environmental Protection Agency, the Food and Drug Administration, and the Occupational Safety and Health Administration to support regulations designed to reduce human exposure to asbestos in ambient air, in water, in foods and drugs, and at places of employment. Your action would eliminate sources of airborne asbestos indoors of dwelling places thereby rounding off Federal efforts to reduce human exposure to asbestos in most environmental circumstances.
Members of my staff, who have some knowledge of the subject, have studied the proposed action which we applaud as another example of interagency cooperation to focus our respective statutory authorities upon the common objective of reducing human disease caused by an environmental agent.
Sincerely yours,
Rebecca W. Hanmer Director Office of Federal Activities (A-104)
