In mei is een RIVM-rapport gepubliceerd over de recycling van zonnepanelen (RIVM letter report 2023-0442). Zowel op de landingspagina voor dit rapport als in het rapport zelf wordt, dit keer door het RIVM zelf, onzorgvuldig met de term PFAS omgegaan: Op de landingspagina zelf: Bij de recycling is aandacht nodig voor gevaarlijke stoffen in zonnepanelen: lood, antimoon en PFAS (Per- en polyfluoralkylstoffen). Lood zit in het soldeermateriaal en antimoon zorgt voor de helderheid van het glas. PFAS zitten als fluorpolymeren in het achterblad van zonnepanelen, waardoor bij verbranding PFAS kunnen vrijkomen. In de samenvatting van het rapport zelf worden fluorpolymeren zelfs toxic genoemd. Ik veronderstel dat dit een typo is of dat de auteurs afvaldeskundigen zijn en de PFAS deskundigen binnen het RIVM niet hebben geraadpleegd. Inmiddels moet het het RIVM toch duidelijk zijn dat fluorpolymeren zelf niet giftig zijn. Deze kunststoffen zijn `plastics of necessity' in invasieve medische hulpmiddelen en daar worden geen giftige stoffen toegepast. Er is veel te doen over het mogelijk ontstaan van m.n. TFA bij verbranding van fluorpolymeren. Het Karlsruhe Institute of Technology heeft in 2019 en 2023 hiernaar onderzoek gedaan en de bevindingen zijn in de consultatie gedeeld (een peer reviewed paper is in voorbereiding over de 2023-studie). Graag wijs ik je ook op het rapport Investigation of the occurrence of PFAS (per- and polyfluorinated alkyl compounds) in waste streams van het Umwelt Bundes Ambt, dat vorige maand verscheen. Daarin (p 44): In Europe, waste incineration plants must operate at a minimum temperature of 850 C and a residence time of at least2 seconds. Since this is a minimum criterion, the actual temperatures are usually somewhat higher. Various scientific studies have shown that these conditions are sufficient to destroy PFAS to a large extent. Insignificant amounts of PFAS could be detected in the ash. Relevant concentrations of short-chain fluorine gases in the exhaust air could not be identified so far. It is therefore recommended to analyze such gases in the exhaust gas of waste incineration plants in Europe in order to be able to determine the corresponding destruction efficiency of the plants. Ik schrijjfeomdat het mij opvalt dat het RIVM in haar persuitingen soms slordig omgaat met het gebruik van de term 'PFAS'. Een mooi voorbeeld is het persbericht van vandaag over de eieren. De term 'PFAS' wordt gebruikt zonder nadere specificatie. lk ga ervan uit dat de eindverantwoordelijkheid voor dit soort berichtgeving bij de afdeling Voorlichting zal liggen; het RIVM bedoelt de boodschap over te brengen dat in de eieren een aantal stoffen zit dat aan de definitie voldoet van PFAS vanwege de maoleculaire structuur (-CF3 en/of -CF2-) en waarvan wordt vermoed of aangenomen dat deze schadelijk zijn, en dat daarom het advies blijft gehandhaafd. In de guidance van de OECD uit 2021, waarvan de DSs gebruik hebben gemaakt (definitie) lees ik: PFASs are a chemical class with diverse molecular structures (e.g. neutral, anionic, cationic or zwitterionic; with or without aromatic rings; non-pofymers or polymers; low molecular weight or high molecular weight) and thus diverse physical, chemical and biological properties (e.g. involatile or volatile; water soluble or water insoluble; reactive vs. inert; bioaccumulative or non-bioaccumulative). Er wordt ook warm aanbevolen that such diversity be properly recognized and communicated in a clear, specific and descriptive manner. De ene PFAS is de andere niet (inmiddels is ook het RAC tot dat inzicht gekomen) en hoewel het RIVM zich daaraan zelf niet bezondigt, leidt het onzorgvuldig gebruik van de term 'PFAS' wel tot framing in/door de pers ('giftig PFAS' en 'kankerverwekkend PFAS'). maar: The term "PFASs" is a broad, general, non-specific term, which does not inform whether a compound is harmful or not, but only communicates that the compounds under this term share the same trait for having a fully fluorinated methyl or methylene carbon moiety. Er is dus ook in Bilthoven 'veel PFAS', maar zo zou je het niet moeten willen framen. Het lijkt mij dienstig dat het RIVM zorgvuldig(er) met de term 'PFAS' omgaat, al was het maar omdat er nog veel onkunde is bij delen van de samenleving en de kans bestaat dat de uitkomst van het restrictieproces waarin we zitten mogelijk niet zal worden begrepen.
