I visited the Social Clrcla PVC pipe plant on Nov--her 5 and 6, 1979. The purpose f the visit was to review the plant operation In the light of varloos environmental considerations. X wot with Tew Waldrop, the Plant Manager, who was vary cooperative and helpful In obtaining the Information necessary for the survey.

Th specific areas which were Investigated wore waste disposal practices, PCS Ita--, water --nag--ant and VQ( wooltorlog.
The following Is a sun--ry of specific proble-- Identified in the survey. Each is discussed In wore detail la the newt section,

Each sample la taken for a six hour period. Tha charcoal tuba Is than boolean In half, and tha vain and backup sections sealad in glass vials and sane to Lake Charles for analysis. The results take two to four weeks. No savples have been taken In the last few eontha because fresh tubes have net been sent frav Lake Charles. Due to the Importance of this program, this delay should be corrected. The normal delay between sampling and analysis makes the monitoring program unusable as a warning for the blend area where occasional high readings are recorded. For this reason a VCM smtlter weald be useful to sound an Immediate warning when respirators are necessary. The blend area is also obviously dusty and has been tested by Travelers Insurance In the past. This should be done on a regular basis. Corporate Safety and Health could incorporate this into their annual wall-to-wall survey. A noise survey could also be done at the same time.

I not with Boo Baekar, tha Plant Manager, who vaa vary cooparatlva and halpful in obtaining tha lnforaatlon necessary for this survey.

o Tha VCM aonltorlng progran Is not being perforned often enough. This year, seven saaples ware taken in February, six In *y. and soveauln Novaaber. Of those there la a noticeable Increase In VCM concentration free February to May. This should be Investigated, particularly if the Bavibor readings turn out to be In the saaM range as the May readings.
o Airborne dust any be a preblaa. It appears as a base la tha extrusion aaoa and is evident aa a deposit on aost surfaces. Thio say result froa fines produced by tha scrap grinder. This equipment should bo vented outside and have a rotary valve oo the discharge. Corporate Safety and loalth will be requested to aonlter respirable duet as wall as noise on their next annual wall-to-wall survey.

Water Management (Cootlnuad)
The water feeding each cooling tank la filtered through a dual GAP nylon bag filter unlts Theae require changing every one to four daya. The return water from the vacuum pump seal* is filtered by a Parma Ralna unit which contlnuoualy expells Che sludge Into a drain. A very coarse filter is used on the exit of the cooling baths to collect large particulate. A floeculant Is added to the system to improve the efficiency of the filters. As s result of this filtration, vary little sludge was found In the h t well during the system clean-out this year. The sludge was landfIliad along with the routine trash.
The condenaer water Is treated with floeculant and chlorine supplied by NASA Chemicals. It Is bled off to a holding tank on the outside of the building. Sludge from the Perm* Seine filter and the floor drain water SMalso fed to this tank. Overflow from the tank la run to a ditch which runs across the middle of the property.
A meeting was held on Friday, Novwnber 30, 1979 with Messrs Iddy and Womack of NASA Chemicals to discuss future treatment of the water system. I requested a quotation for automatic chlorine treatment of the condenser water. Further, I suggested to Chuck Bence that the hot well be modified to act as an oil separator and diet no ssnilalflers bo added to the chill water system. As an experiment, I suggest that the blowdown of the condone r water be added to the chilled water to reduce the discharge of water.
VCM Monltorlnn
A VCM monitoring program Is being run by A1 Miguel, the Quality Contr 1 lead man. This is a now asslgient, and A1 has very little training In this area. For the most pert, sss^ies are takan in areas rather than on workers. In the November survey, samples were taken In the resin sll , on the resin truck driver. In the tunnel aree, in the batch roam. In the equipment room. In the general manufacturing area, end in the blender room. The results of theae analyst have Ibt been returned from Lake Charles. Historically from two to four weeks have beam required for analysis r suits to be returned*
The previous survey was conducted In May of this year In the same areas. The average of the six readings taken in May was 0.6 ppm. This Is considerably higher Chan the previons set of data taken in February. In partlcula^the resin truck driver was shown to be exposed to over 1.1 ppm* In the pa t this position hss shown a 0.0 reeding. It Is possible, therefore, that the truck driver is mosMotarlly exposed to e high concentration. The moat likhly place for this to occur is when ho opens the hatches on the rail cars.

It was apparent that the rail aiding la completely open to treapaealng. The hatches on the cars, end doors oo the pup building are unsecured. It la conceivable that a child could actually fall into the resin tanka. I suggest that Lake Charles investigate the head apace concentration in the tank cars. This should be done not only after filling but also after several days travel tlm. If high concentrations are found, the truck driver should be given a respirator to wear during hatch openings procedures. The sane type of precautions pertai^dlPtha raaln silos. Central Engineering is planning to issue a sot of guidelines for all WC plants to fellow. In tho aeautlae, regular bi-Monthly Monitoring of at least one worker la each smb of tho plant is rscoseended. Sanplas should be taken on the workers rather than in tha working area. Follow-up should be node of all areas with over 0.3 ppoi VCM.
