EMERGENCY NOTIFICATIONS AND COMMUNICATIONS A. In Plant Notifications - Emergency Phone When emergency conditions are discovered in the plant, any person in the facility can report these conditions to the Vinyl Control Room by dialing 2200 from any plant telephone extension. In Plant Notifications - Plant Alarm -Continued When an emergency call is received by the vinyl control room, all information is taken and appropriate actions are initiated. The initial actions when a call is received shall be as follows: Fire Sound Plant Alarm and notify Supervision Vapor Release Sound Plant Alarm and notify Supervision Tornado Sound Plant Alarm and notify Supervision Injury to 2 or more persons...Sound Plant Alarm, contact the lab, notify supervision, call for ambulance as required. Injury to 1 person...Contact lab, notify supervision, standby to call ambulance if required. When notified of a plant emergency through the plant alarm system, all employees not directly involved in the response shall secure the work area and report to their headcount area as described in the headcount procedure of this plan (Section IX). Emergency Callout When a plant emergency occurs, rapid notification of the plant's Emergency Response Team and Incident Command Staff is essential to timely response, reporting, and better overall emergency management. To assist in the callout of the Command Staff, a pager callout system has been implemented. In the event an emergency occurs, to activate all pagers, plant personnel can dial 256-6917, at the recording dial 2200#. This paging will notify all Command Staff and ERT members to respond to the plant immediately. In addition to the "all call" number, each individual pager has an assigned number. By using this number, each Command Staff member can be paged individually. Refer to Attachment A, the Emergency Call List for names, phone numbers, and pager numbers for emergency call out personnel. D. Emergency Contacts - External In the event of a plant emergency, there may be the need to contact outside response agencies for reporting or to request assistance. Each event shall be evaluated to determine who and when to call for outside assistance or for reporting purposes. To assist in locating appropriate contacts for such purposes, refer to Attachment B, Emergency Phone Numbers. In-Plant Communication and Phone Use This section covers radio usage, phone calls outgoing and incoming, and rules of operation during a declared emergency. Radios: During a bomb threat, no one will transmit on a radio until an "ALL CLEAR" has been given by the Incident Commander. All radios will be switched to emergency channels upon notification of an emergency. Channel 3 will be used to communicate at emergency scene. Channel 4 will be used to communicate from emergency scene to Command Center. All other radio transmissions on these channels are not authorized after a declared emergency and must stop until an "ALL CLEAR" has been given by the Plant Manager or designee.
