I very much value the 25-year collaboration that EPA has had with ACS, and appreciate your concerns for the Green Chemistry Awards Program. It turns out that due to the budget uncertainties that lingered, staff do not think it is possible to have a 2018 awards event in 2018. As you know, the awards program cycle is approximately June to June, accounting for early outreach through to the actual awards event. There were two instances in the past where the program cycle was delayed. The delays were not without consequences in terms of the perception by eligible participants as to whether or not there would be an annual program which resulted in a drop in participation. For this reason, we do not believe that we have enough time to accomplish all of the necessary tasks, which includes conducting sufficient early outreach, in order to have a successful 2018 event. Additionally, because June is soon upon us, we feel that a better strategy is to explore the feasibility of having an on-schedule 2019 program. Thus, I hope we can continue our collaboration with ACS as we explore the feasibility of a 2019 awards program. Outreach for a 2019 program could begin informally in June, and more formally at the ACS National meeting in August. Please let Jeff and I know if this is workable.
