We have reviewed your final draft of the MFI Contractor Health and Safety Guide line. Overall it looks like an excellent document to use as a basis for plant policy. The comments that we have are as follows:
Item 7: Add as an additional area - plant health and safety personnel.
Item 12: We furnish breathing air for people doing work in our plant. It is felt that we would still be liable if anything happened and that we have better control when we furnish the breathing air.
Item 16: Do not agree with the sentence "Subsequent isolation and/or testing shall be the responsibility of the contractor unless expressly assumed by Monsanto in writing." This would tend to take away the control that unit personnel have on assuring that contract personnel comply with plant safety regulations. Also contract personnel do not have the expertise in checking for materials that could be present in the confined space being entered.
Item 21: Would change this as follows: "- making proper use of tools and equipment, following Monsanto health and safety procedures , and assuring that their operations do not endanger Monsanto personnel and property."
Item 23: Recommend changing the word "should" to "shall" in the first sentence.
Also recommend that on the Respiratory Certification Assurance Form Letter an addition be made to not only say that the individuals are medically capable but that they have also been fit tested.
