P la tt, EPO, Rochester, N.Y, Subject: OSHA Inspection November 15, 1978 Due to our apparently u n sa tisfac to ry response to Grievance 78-23, which was concerned with dust around the shakeout, the th ird s h if t shakeout crew f ile d the attached complaint with OSHA, As you are aware, we have c a re fu lly checked out the shakeout exhaust system, have consulted with F a c ilitie s Engineering about upgrading i t , and have also had an outside concern, Schneible, look a t i t . Our current statu s was relayed to the Union, both Shop Committee and International Vice President, hourly Safety Committee re p re se n ta tiv e s, and complaining employees. The OSHA complaint was file d October 26;*Ron Huffman, OSHA Industrial Hygienist arrived a f t e r lunch, November 15th. The usual opening conference with both the Company and Union was followed by a walk-through of the main bay m elting, shakeout and pouroff areas. He witnessed and photographed a #4 r e to r t being poured in the small p it from a ladder. Mr. Huffman returned about 11:00 P.M., met the second and th ird s h if t foremen and in itia te d re s p ira b le dust and noise dosimeter sampling on the th ir d s h i f t crane o p e ra to r, miscellaneous la b o re r, and two shakeout operators. The crane operator was a lso sampled fo r to ta l dust. All these employees normally wear hearing p ro tec tio n and approved re s p ira to rs . Chuck Holtzman and I returned early th is morning fo r a b rie f closing conference. Huffman f e l t he had good cooperation a ll round; v alid samples and r e s u lts on these would be a v ailab le in about 4 weeks. He f e l t the exposure o f th e miscellaneous la b o re r was above tn e TLV. C itations and p enalties would be decided l a t e r , even though personal p ro tec tiv e equipment was being used.
