Per Mr. John Toman, it would appear from the samples submitted by Plant 4 that the material had been wet. Mr. Len Winchester has informed me that to his knowledge the material was dry when shipped. Mr. Bob Kessler has checked the truck lines material shipped in closed trailers and nothing noted by Plant 4 on the Bill Of Ladings at time of receipt.
