Mr. Roger a. Hltcbine Room 909, 1608 Walnut S treet Philadelphia, Pennsylvania
Dear Ur* Hitchina:
SIBJECT: Coordinating Agency for Dust Investigation
I have received your le tte r of February 6 with six Inclosuree p ertin en t to the Dust Symposium a t Pittsburgh, the Temporary Organization Committee on In d u stria l Dust Problems, and Tentative Program o f I n i t i a l A ctivities* I have read these with in te re s t and am pleased to note th a t you are making progress in your endeavor to formulate means whereby -Industry may be kept informed on problems of dust diseases and also whereby the in d u s tria l health and leg al haz ards may be mltlgbted*
I have followed th is problem rattie r closely fo r a number of years and am fu lly aware o f *+ frUturt and importance to both work
men and industry. The Bureau o f Mines has always considered dust d is eases a s an outstanding h ealth rroblem i n th e mineral in d u strie s end
although our funds fo r doing such work hare been ra th e r lim ited we have managed to make a nmnber o f in v estig atio ns and have done woxk on prac tic a l l y a l l phases o f the problem* Ve have recessed a g reat deal of
our health work but I have managed to continue in v estigation and de velopment of re s p ira to rs and also a small amount o f woxk on methods fo r making dust stu d ies and determ inations o f dust in air* For the p a st several goutha, however, I have been endeavoring to resume the work and hope th a t the present Congress might be kind enough to take
in te r e s t in our proposals and provide some funds*
Z note th a t one o f your-'lnclosures re la te s to contributions
fo r carrying on th e woxk your committee proposes* I think the to ta l
sum estimated fo r the i n i t i a l a c tiv itie s i s modest and you should have
no d if f ic u lty in ra is in g i t . I have o ften wondered why industry
th e Insurance companies. e ith e r- clone or comblnsd. te d not set up many
tim es th is sin annually fo r woxk on duet problems* I t I s , of course,
necessary to t e l l you th a t the Bureau o f Mines docs not have any funds
which i t can expand in th is matter* I t i s ille g a l to make contribu
tio n s o f any kind unless sp e c ific a lly authorised by Congress. Accord
ingly, a l l we can contribute la our sympathy, good wishes, and any
service or advice which we can give from our fund of information oirAthe
\ investigations we may make from time to time.

Dear Mr. Sherwood:
SUBJECT: O rg a n iz a tio n f o r Dust R esearch
I eat pleased to here your l e t t e r of May 14. rUr, D. C. _ Slapson and Ur. c . H. Soderberg, o f your Company, both v is ite d the
dust*Taboratory~ early th is month unfortunately 1 was out a t the time o f th e ir v i s i t s , buti'Dr. Brown, Who i s in chrr$e of the duet laborato ry , showed them the a ir cleaner and gave them the informa
tion they desired.;
In regard to a neM> fo r th e duet org an izatio n / I have run
th e gamut o f combinations of/words "atmospheric, dust, in s titu te ,
and foundation" to the p o in t th a t 1 me not sure now which combina
tio n wee ay former selectio n . All o f thmiare good though, es Z
sta te d , I p re fe r the word "Foundation" to the word " In s titu te ."
Sines w aiving your l e t t e r X fin d m yself leaning toward the name
"Air Hygiene Foundation." X presume th is leaning has i t e o rig in in
my background of work and experience Which d e a lt with gases, vapors,
end d u sts, e l l o f which would, o f course, f e l l in the scope o f th e
wording " H r Hygiene." T his connotes more then the m atters discussed
a t the Mellon I n s titu te Symposium. But on the other hand I believe
i t l e tr u ly in th e soope o f n a tte r s In which industry should be and,
T M itM U y, i l l he in te re ste d . In f e e t we here bad more requests
end have done more work on geaes and vapors than we here on d u sts. I
presume th e reason fo r th a t l e th a t geaes and vapors usually produce
an eoute effect readily
hw indnetr y es an Injury, whereas
th e e ffe c ts o f duet are alow In oeeurrenee and preaqfft few -risible
signal In f a c t th e re ere s t i l l some people who h e lle rs th a t siliceo u s
dusts ere haraless.
