Jared Chlarson, Bronco Disposal Type and Purpose of Inspection: Compliance Evaluation Inspection Facility Type: Commercial Oilfield Waste Disposal Facility (COWDF) Applicable Statute to Inspection: RCRA Section 7003 Inspection Type: Unannounced Inspection Joint: U.S. EPA, WDEQ, and FWS FACILITY INFORMATION Facility Operator: Expedition Bronco Powder River LLC General Facility and Process Description: The Bronco facility (Facility) is a COWDF that receives non-hazardous, RCRA Subtitle C-exempt E&P oilfield waste for storage, handling and disposal. WDEQ issued the Facility a permit to operate a COWDF. The Facility includes six evaporation ponds, one slop/skim pit, one storage tank battery and a truck offload area. TOUR INFORMATION Upon arrival at the facility, an opening conference was conducted with Mr. Chlarson, followed by a walk-through of the Facility. Facility Name: Bronco Disposal Facility Location: 43.355980, -105.385800 Date of Inspection: May 17, 2023 Areas of the facility toured: evaporation ponds, tank storage, and slop/skim pit Data Collected and Observations: During the inspection, I observed no oil floating on the surface of the evaporation ponds or slop/skim pit. The pit is not netted or restricted from access by wildlife. No spills were observed in the tank battery area. No bird or other wildlife mortalities were observed in any areas of the facility that were inspected. CLOSING CONFERENCE A closing conference was conducted with Mr. Chlarson indicating that I did not observe any RCRA-related concerns.
