The smog is generated due to the VCM area flare and mixture of gases from the AN area flare and ammonia leaks in the AN area combining. It is contemplated that these waste gas streams, now going to flare, will be piped separately to Department 24 and burned in the incinerator. I. VCM Area 1, There exists the possibility of high acetylene content from the 22D4 overhead under certain upset conditions. The question was raised as to whether this would pose a problem of possible decomposition if failure of the flame arrestor at the Dept. 24 burner occurred. 2. Will the pressure drop of two PRC's in series on 22D4 cause upset conditions in the column at times when the flow forward in the vent line is limited? IX. AN Area ~ 1. The water seal to be installed on the present vent flare will have to have a constant level by continuous water make-up provision in order for the new system to operate. 2. The hasard is recognised that divinyl acetylene and oxygen are present in relatively small quantities in the system and can potentially form peroaddes in the extended length of the new vent line to Dept. 24.
