Wanted to check in re. the Puget Sound No Discharge Zone and the status of getting the determination that adequate pumpout facilities exist to support an NDZ rescinded. We got the disturbing word from our Seattle-based colleague late last week that the Washington Department of Ecology is telling folks that it will be moving forward imminently with action to establish the NDZ pursuant to EPA's February 21 determination. I know that when Craig Montesano and I spoke with you last month, you had said that you needed a little time to work through the mechanics of the rescission . . . wanted to share what we were hearing in hopes of avoiding a situation where Washington presents us all with a fait accompli that is more difficult to claw back.
Craig and I are both in the office this week and happy to get on the phone or visit with you in person if you'd like to discuss. As we told you, rescinding this determination is a very high priority for AWO members - and other segments of the domestic maritime industry - and we stand ready to do whatever we can on this end to assist you.
