E. Garland of Ethyl and Martin Brittain of EPA) that our compliance plan dated May 19, 1978, which EPA interprets as a waiver request, should be revised to include a system to route vents generated by purging equipment in vinyl chloride service to the control device rather than a flare. A meeting attended by representatives of Hydrocarbon Operations, Tech Services, and Engineering was held on July 24, 1978 to discuss items of work needed to include a new vent collection system in Ethyl's compliance plan. Present at the meeting were: O. M. Brown (Tech Services) R. M. Carlson (Engineering D. F. Couvillon (H-C Operations) J. A. Lambert (H-C Operations) D. V. Melville (Engineering) H. G. Olsen (H-C Operations) J. P. Sills (Tech Services) R. G. Stirling (Tech Services) A list of equipment to be provided with facilities to allow venting of purge gas to the EDC furnaces was noted as follows: 1. The rundown area alumina scrubbers. 2. The reboilers for Columns C-7 and C-8. 3. The tank car loading area alumina scrubber. A vent connection will be provided for the above equipment. Each vent connection will tie-in to a new 2 in. carbon steel threaded line leading to the EDC furnaces. Details for the vent connections at each piece of equipment and tie-in to the EDC furnaces will be described in a scope letter for this item to be issued by July 28, 1978. In addition to the vent collection line, provisions will be included to isolate the C-5 column reboiler from C-5 column with butterfly valves. Engineering agreed to procure piping and prepare a plot plan indicating pipe routing so that a construction package for the 2 in. vent line can be issued to plant M&C by July 31, 1978. Procurement of instruments and the isolation valves, and the generation of detailed con struction drawings for the balance of the work required for this system will begin upon PC 2500 Project File -2- July 25, 1978 receipt of the required process specifications from Tech Services.
