Teitsworth: I have received a letter and a number of enclosures from Mr, B, P* Lowe of the Proportionsora Incorporated, concerning the request of Major Howard A. Starret of the Quartermaster General *3 office in 'Washington for information concerning the equipment and continued mixing of Ethyl Fluid with gasoline. It seems probablo that Major Starret and the Quartermaster General's Depart ment are not adequately informed with respect to what has been done in this field and, therefore, it has seemed wise to make arrangements for giving them the entire background of the situation rather than merely to provide them with a description and a layout of a specific type of mixing equipment. For some months fir. Oscar Lewis of the New York office of Ethyl Gasoline Corporation has been cooperating with various governmental agencies in making proper provision for adequate supplies of high octane gasoline for military purposes. I believe Mr. Lewis is fairly well acquainted with the problems involved, and since many of the matters on which he is working are confidential, I do not have detailed Information as to what he has done or the persons with whom he has worked. I feel quite certain that ha will be in position to present all of the information acquired to Major Starret, and in the course of this he will be able to establish the extent to which the use of proportioning equipment is desirable and useful. Also I think it would be highly desirable if the action of various governmental agencies can be coordinated with our joint efforts in the direction of providing suitable mixing equipment. With these ideas in mind, I have written Major Starret, have told him that we would put all of our information at his disposal, and have asked that he suggest the most convenient means for accomplishing 2** - this and. I think a moating can he arranged hotween him and Mr. Lewis, after which all of ua who are in position to give useful information, can aid in carrying the matter to its logical conclusion.
