As discussed, Part B will be combined for this breach of CO permit limit in 2022 and 2023. Several areas have been investigated with regards to understanding the high CO emission levels, this will be documented in the Part B. However, there has been a recent reduction in CO emission levels, although not as low as previously, which has been attributed to the main cause we are continuing to monitor this. Please see attached Air Quality Assessment of CO Emissions. It concludes that the air quality impacts of the operating the site in excess of the current annual mass emission limit (25t) for the low boiler stack will be not significant. This is based on an assessment undertaken in accordance with EA guidance which found that for both the 40-tonnes per year and 50-tonnes per year scenarios, the maximum 1-hour and 8-hour mean CO PCs are well below the 10% insignificance criteria at the worst-case locations. It is estimated that the CO release from the low boiler stack would have to be approximately 200-tonnes before the insignificance criteria (10%) is exceeded, therefore, allowing suitable headroom for operational, measurement or assessment uncertainties.
