Ramey ESR-329-77 September 15, 1977 Minutes of OSHA Committee Meeting September 8, 1977________________________ The Technical Center OSHA Committee met in the North Conference Room at 10:30 a.m., -Thursday, September 8, 1977. The agenda for the meeting is attached (JPH-215-77). In addition to mentioned items, control of CO in the vent of the modified MO Unit was also discussed. Members attending the Committee meeting were Mr. J. P. Hawthorne, Dr. B. J. Bland, Mr. W. L. Shealy, Mr. D. A. Reck and Mr, E. S. Ramey. Methyl Iodide The potential for Methyl Iodide (Mel) exposure at the Technical Center has been evaluated, recommendations made and reported (BJB-993-77). Technical Center forms, 'Evaluation of Jobs for Potential Exposure" (to Methyl Iodide), were received by the OSHA Committee from Dr. J. A. Broussard and Dr. R. F. Stubbeman. Recommended air monitoring for Mel has been approved. At present, the analytical method is being set up. Air monitoring for Mel is expected to be completed by September 20, 1977. The air contamination problem in Lab 44 due to aspiration of liquid samples containing Mel being analyzed on the Atomic Absorption Spectrometer (AA) was discussed. Methods of control through ventilation equipment upgrading and/or modification have been made by the Project Engineering Department. Approval and installation should follow in a routine manner. Iodine and Hvdriodic Acid Air monitoring methods for measuring possible exposure to Iodine (I2)-used in catalyst preparation, and Hydriodic Acid (Hl)--a reaction product, were requested by the Committee. A literature search has been started for the methods. The procedure for handling Iodine (I2) by Monsanto for catalyst preparation was discussed briefly by Dr. Bland. These procedures will be obtained from Monsanto. The data discussed was obtained in a recent conference on the Monsanto Acetic Acid Process which Dr. Bland attended. 00843 PLAINTIFF'S EXHIBIT CEL-605 C Minutes of OSHA Committee Meeting - Sept. 8, 1977 ESR-329-77 Page 2 Carbon Monoxide . A recent process change in the Technical Center Methanol Oxidation (MO) Pilot Plant was discussed. This change caused a higher carbon monoxide ' (CO) level in the vent (approx. 10%). The potential for CO exposure was discussed by Mr. D. A. Reck. Redesign of the vent stack to a higher elevation has been recommended. Air monitoring for CO was initiated September 7 using Drager Tubes. These tubes have NIOSH approval. Appropriate monitoring for CO will continue as needed until the height of the MO Unit vent stack is increased. Mr. Hawthorne discussed the proposed involvement of Ms. Carm Fultz in Drager Tube air monitoring (such as the CO monitoring in the MO Pilot Plant). Instructions and assistance to Ms. Fultz started September 8. Butyl Acrylate Mr. Hawthorne discussed a Butyl Acrylate (BuACA) spill in the lab building on September 8.- He was assisted in the investigation of the odor problem by Ms. Fultz, Dr. Bland, and Mr. Wilkerson. Mr. Ramey will set up an analytical method for Butyl Acrylate for use when needed. Methyl Acrylate Drager Tubes can probably be calibrated for use in BuACA lab spills etc. ~ BuACA analysis and calibration of Drager Tubes for BuACA service will av/ait a go-ahead from management.
