Briefly, the State Outreach Program will: . Seek to tie grassroots' interest to Washington decisions. * Provide an information exchange among interested state, regional and local organizations. Encourage labor-industry cooperation at all levels. The goal of the State Outreach Program is to have as many local and state leaders as possible carry our messages of concern and suggested solutions to their respective members of Congress. The enclosed outline is a suggested format for implementing the program in its initial stages. We are taking advantage of some early opportunities. $UJ/<C tXA^JL The Houston meeting (October 7, 1980) is the result of an invitation extended to John Quarles by the Houston Chamber of Commerce to address the breakfast meeting of its Manu facturers' Committee. We hope to include with that trip a meeting with the Governor of Texas and key members of his administration, perhaps a meeting with members of the Texas Chemical Council,' and representatives of the petrol eum industry, as well as individual meetings with labor and industry persons from Texas. The Jamesburg, New Jersey meeting (October 15, 1980) was -^initiated by us and is to be hosted by SEED. It is, we feel, an excellent opportunity to begin to tell the NEDA/CAAP "story" to both members and nonmembers,to discuss theimpact of the CAA on industry and labor, and to suggest to an influential audience what needs to be done. COLOR!TE 017124 MEMORANDUM NEDA/CAAP Steering Committee August 8, 1980 page two The meeting in San Francisco (week of October 20) is the result of our Technical Subcommittee's inter est in holding a west coast meeting to take advan tage of the west coast membership of NEDA/CAAP (via on-site visits to plant managers, labor leaders, etc.) and the fact that John Quarles was invited by another organization to appear in San Francisco. We are exploring interests in setting up other meetings (for nonmembers) as well. After the November elections there will be other outreach efforts based primarily on the make-up of the Congress and the distribution of our member ship. This effort, different from the above meetings, will be directed to involving local contacts of members. Take note of these meetings. You may have people from your facilities in these areas attend the meetings. We will discuss this program at our September 18-19 Steering Committee meeting; however, we would appreciate any comments or suggestions you may have at any time.
