61.70 (cvn No emissions from the control device (thermal oxidizer) exceeded 10 ppm vinyl chloride averaged over any 3-hour period during this reporting period. Emission requirements of 61.64 (aXl), (b), (c), (d), and 61.65 (bXlXO. (bXlX")> b(5), (bX6Xu) (bX9X") are met by collecting, containing and thermally oxidizing vents from these areas prior to their release to the atmosphere. The exhaust gas from the thermal oxidizer is measured continuously with a Honeywell gas chromatograph. The exhaust gas from the thermal oxidizer is also sampled weekly (grab sample) and analyzed for vinyl chloride.
There were 2184 3-hour periods for which the average emissions were determined during the reporting period. The gas chromatograph in the thermal oxidizer exhaust gas was used to calculate the 3-hour period average emissions.

61.70 (cX2Xii) The Aberdeen Plant uses a batch suspension polymerization process producing a single grade ofPVC resin. For batches stripped externally in the continuous stripper, samples are taken as prescribed by this section.

The vinyl chloride content ofeach sample is determined by alternate test method 107VA instead oftest method 107 as approved by EPA Region IV on March 27, 1986. The frequency of sample analysis is conducted as approved by EPA on April 30,1996.

There were ninety-one, twenty-four hour average concentrations determined during the reporting period. No twenty-four-hour average concentrations exceeded the limits prescribed in 61.64 (e).

Compliance with 61.64 (aX2) is attained by operating under the procedures approved by EPA Region IV on March 27, 1986, and not according to the procedure described in Section 61.67 (g)(5). There were no reactor openings during the reporting period with exceedences of emission limits prescribed in 61.64(aX2).

The Aberdeen Plant uses a batch suspension polymerization process producing a single grade of PVC resin. The stripping operation takes place in the reactor. Stripped slurry batches are sampled as prescribed by this section.
