Cleveland, Ohio 44101 . Dear Harold: I have just received e confidential cop/ of o paper by Dr. lorry King of the U. S. Deportment of Public Health. In this paper. Dr. King sets forth eriterio for evaluating the lead haxord of painted surfoces. Dr. King develops evidence to indicate that the quantity of leod in pointed surfaces with single end multiple toyers of paint should not exceed 0.03 mg. Pb. per square centimeter. He alic indicates that the daily permiuoble in take of lead for o child should net exceed 0.2 mg. of lead per day from oil sources in addition to the leod impurities normally contained in his diet. On page 5, paragraph IV, Dr. Kehoe's work is referenced. I believe lead ocetote was usad as the lead source in Kehcc's study. For mony yeors, the point industry has geared its formulas and manufacturing processes tc the production of coatings for children's toys ond furniture, end to interior architectural points which contain lesf than 19* lead (as metal) in the non-volatile content (ANSI Stondard Z66.1). It seems to me that any appreciable lowering of that standard rolerance for leod could lead to a definite hardship for the paint industry. I would Ilka your opinion on this point, also. '' As you eon see, attempting to relate Dr. King's figures to o percent by weight standard for lead tolerance results in a very low leod level. With no control over the total film thickness of multipiecoats of point applied over o period of yoors, it could amount to almost o zero leod tolerance.
