Dr. Seliko:ff. reviewed the d.ata on the biological 'etfec-.;s of
exposure to asbestos which have beeu developed by clinical and e~i~emiologic~l studies of insulation and shipyard workmen. The records
.show that, in addition to a.sbes"t;OSis, this group exhibited significa:.i.-t-
:y elevated incidences of l~ng canc~r and mesothelioma. Actions should be taken promptly to correct conditions, with particular en-
.phasis on reducing peak e~posures as it is considered that these are
especia~ly significant as a cause o~ inju~y;

narboo stated that con.di'tions which had prevailed in Navy shipyaids
wqre similar to thos.e found in privo.to facilities. An intensive co~.-
, 'tiol prog!am has been instituted in the Pugot Sound ~aval Shipyard
involving substitution of r:,atcria.ls contai1n.,:g- lower porcentages of
asbestos, use of local exhaust ventilation, control of w~ste handlit~
ai..d use of personal p1otectivo c_qu1~r.:e~-..t:. R~;;ul.:. tions covering use
of asbostos-conta.ining materials are being prepared and wi::.l be ciis-
tiibuted_ to all Navy shipyards.

Dr. Nicholson oescribed the health protection program
Which is in opera"tiOl.i ..~ t the Devenport Dockyarc,. &'C Plymouto. 1 Er.g:.and. The m~in emphasis of -chis program is on use of personal protec.tive
equipment, isolation ~f operations, housekeeping and substitution of
\
materials.
There was considerable discussion of contrQl procedures wl.uch lui.ve been, or coulc be, used, Substitution of materials con.:aininr; rGdu.ceci amounts of asbestos, use of plastic bags for mixing rr,o~-.:;:;.::-, use of downdraft tables for hand-sawing work, provision of respira1:ors and disposable coveralls were all mentioned. It was apparent tha-i: p~ocedures wera ~ow available which would greatly reduce peak exposures to dust and that the most complete program in operatio~ was ~h~~ of the :Puget Sound Naval Shipyard.
Mr. O'Neill stated.that the U.S. Depa:rtnient of Labor w~s responsible :for health and safety in ship construction and would be draftin~ l'c~ul11tions covering this indu,wL,y. The rc1?,ulaticns will not con-
cot11 i-;ucl\ itoms as work pract.lcc~ but will establish hco.lthind s.:i.fcty stundurds,
' The question of the most productive _course of action was discusi.:ed by Mr. Holaday.'. I't appe::..red that sufficient knowledge was avail-
of recorrur-endations fo~ control procedures,
