Section I - INTRODUCTION
Daylight Petroleum, LLC / Strawn Unit Inspection Date: 02/24/2020
PURPOSE OF THE INSPECTION
EPA Region 6 inspectors Jeanne Eckhart and Kayla Woods visited the Daylight Petroleum, LLC oil and gas facility located near Sivells Bend, Texas on 02/24/2020 for an unannounced inspection. There were no representatives of Daylight Petroleum, LLC present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations.
FACILITY DESCRIPTION This previous discharge was located on the Strawn Unit from a flow line associated with oil and gas production. The EPA inspectors conducted a creek survey, downstream of a previous point of discharge spot from a flow line. This was a previous site of EPA enforcement action (EPA ID: TX0011037, and EPA Administrative Order Docket No.: CWA-06-2015-1755). The site of the previous spill from this location was indicated to be from an underground flow line that ruptured.
Section II - OBSERVATIONS During the creek survey, I observed a tributary of the Red River from the Farm to Market Road 1201. With a calibrated YSI Pro 30 conductivity meter, I measured 3,027 milligrams per liter (mg/L) Total Dissolved Solids (TDS) at that location in the tributary, which was downstream from the Strawn Unit.
Section III - AREAS OF CONCERN There were elevated levels of TDS in the tributary of the Red River.
Section IV - FOLLOW UP EPA water enforcement will conduct a follow up inspection as determined appropriate.
