It Is our understanding that at the time approval was received for in creasing the tetraethyl lead limit from 3 to 4 milliliters, the Los Angeles .Air Pollution Control D i s t r i c t `officials first heard about it via questions from the Surgeon General* Obviously, the lead suppliers were faced with the same question of the "hen and egg" and took the course that appeared best to them -- and now appears best to us -- of approaching the Surgeon General first* If this point can be made clear to him and his coopera tion elicited, we would plan to advise; the Los Angeles people immediately after receiving afavorable reply from the Surgeon General. i.
