General Several s p i l l clean up sta tio n s have been deployed throughout the p la n t. They c o n s is t o f a metal drum labeled "PCB Contaminated So lid (L iq u id ) F a ste -F o r In c in e ra tio n " , and a f ib e r drum labeled "Speedy Dry - Clean A ll S p il ls Im m ediately". There are a lso scoops in the fib e r drums fo r handling dry "Speedy Dry" o n ly. In the near fu tu re disposable rags w ill be provided a t these s t a t io n s . Also in conjunction w ith the s p i l l control clean up s ta tio n s s p e c ia lly designed leak containing p a lle ts have been provided. Purpose In e v it a b ly , s p i l l s w ill occur from leakin g and/or damaged u n its or other so u rces. The above sta tio n s and p a lle ts w ill provide the means fo r an immediate and convenient clean-up. No_ s p i l l s are to be l e f t uncleaned or ju s t covered w ith Speedy Dry. Area Supervisors should request a d d itio n a l clean-up s ta tio n s from M. R o s a ti, i f they are needed. Procedure 7T. For sm all le ak s u su a lly re s u ltin g from leaking cap acito rs and/or other sm all c o n ta in e rs. Immediately upon detecting any pool o f o il on the f lo o r o r other s u rfa c e , cover t h is pool w ith Speedy Dry and then l i f t th e saturated m ate rial into the metal drums. Repeat t h is procedure u n t il the s p i l l area is d ry . Disposable rags should be used fo r f in a l wipe up. N .B. The Foreman s h a ll be re sp o n sib le fo r having any clean-up u t e n s ils and/or m a te ria ls (o ther than Speedy Dry) immediately a v a ia lb lg to do the jo b . In the event that the s p ill is a re s u lt o f a leaking capacitor or other small co n ta in e r, put th is cap acito r or container into a leak containing p a lle t im m ediately. Then cle an the s p i l l thoroughly and arrange t r a n s p o rta tio n fo r the le a k e rs to the R .A . Area where they w il l be co nso lidated f o r r e p a ir , and replacement p a lle t s are a v a ila b le . Challender September 22, 1975 b jc GENP 003339 771504 METHOD FOR HANDLING BULK LIQUID PC3 CONTAMINATED WASTE HUDSON FALLS General Enclosed drums labeled "PCB Contaminated Liquid Waste" w ill be provided to handle la rg e q u a n titie s of PCB contaminated lia u id s ; such as d rip pan d rain in g s, sink drainings, etc. A lso, special leak containing p a lle ts are provided fo r the tran sp o rtatio n o f such drums. Note: These drums must be accessed through a bung hole and care should be taken not to introduce s o lid waste in to the drum. Purpose To provide a s p ill control method o f handling liq u id PCB contaminated m a te ria l in b u lk , i . e . 55 g allon drums. Procedure In the event th at la rg e q u a n titie s o f PCB liq u id waste can be handled by the bulk drum method, care must be taken to assure th a t s p illa g e is prevented an th a t the drum is placed on a le a k containing p a lle t both during and a f t e r f i l l i n g - The drums should then be pro perly id e n tifie d per the e sta b lish e d p r a c t ic e . I f the liq u id is com patible, i t w il l then be pumped in to the' main bulk scrap tank a t the R e fin e ry . G .P. One o f these commitments was to control the discharges from sinks re su ltin g from the washing o f hands and other o b jects coated with pyranol. To contain and t re a t the discharges in a l l sin k s in the p lant would be an uneconomical and unmanageable p ro p o sitio n . Th erefo re, i t was decided th a t the discharge of PCB's could be elim inated by the posting of sig n s, the in s tru c tio n of personnel, and the containment o f s p e c ific sin k d ra in s. B a s ic a lly the sin k s were divided in to three ca te g o rie s: 1 . *- Contained S in ks - These are sinks in areas such as the CEB crim per area and the SI Recovery area where the sin ks are used by a larg e number o f people coming in contact w ith pyranol. Since the discharge from these sinks are contained and treated these sin k s should be s p e c if ic a lly used fo r removing Dyranol from hands. Personnel should be in stru cte d to use these sin ks s p e c if ic a lly fo r removing pyranol and to li m it water usage by the use o f the sp ecial hand cleaners provided. Attached sign #1 posted a t these s in k s . . 2. Controlled sin k s - These are sinks in areas such as la b o ra to rie s where a lim ite d number of people come in contact w ith pyranol. At these sin ks paper towels and sp ecial cleaners have been provided in order th at pyranol can be removed from hands before washing in the normal manner. In addition other o bjects such as t e s t tubes th at come in contact with pyranol should be washed w ith so lvent in sp ecial containers before rin s in g in the s in k . Attached sign #2 posted a t these s in k s . 3. ' Other Area Sinks - Other sin ks clo se to areas where pyranol i s a t use have been posted w ith signs requesting people not to wash hands wet w ith pyranol in these s in k s . For the people th a t do come in contact with pyranol there should be e ith e r a contained or co n tro lled sin k c lo se r to the area where they work. Personnel should continue to wash t h e ir hands in these sin k s as they would normally unless they have a su b sta n tia l amount o f pyranol on t h e ir hands.
