P. O. BOX 471, TEXAS CITV, TEXAS 77S90 June 9, 1977 Mr. Dennis Haverlah Permits Section Texas Air Control Board _ 8520 Shoal Creek Boulevard Austin, TX 78758 * Dear Mr. Haverlah: Subject: TACB Construction Permit Application - Fuel Conversion, No. 2 % Powerhouse - Boiler No. ^3 * Per our April 12th meeting, attached for your preliminary evaluation is a General Application Form PI-1, Table 4 (Combustion Units), and Table 6 (Boilers and Heaters) covering our proposed fuel conversion project which would allow us to burn up to 0.7X Sulfur content fuel oil at our No, 2 Powerhouse Boiler No. 23. As discussed, the results of your preliminary evaluation with regard to the presently proposed revisions to TACB Regula tion II will be conveyed to us sp that we may thoroughly examine any pro ject changes, if any, which might be needed to obtain TACB Construction Permit approval. In brief, Boiler 23 will be converted to oil burning capabilities by burner revisions, soot blower additions, opacity monitoring equipment and Instru ment additions. Oil handling facilities will Include a day tank, heat exchangers, pumping facilities, and Interconnecting piping. All facilities will be heat traced and insulated. Additional information will be submitted to your office as soon as specific engineering data becomes available regarding this project. If you should require any additional information, please feel free to contact me. jrs very trul RE0:ir Attachments cc: Clark Benson Lloyd Stewart BCC Note UCC 050416 bcc: Mr. J . F. Erdmann/Mr. J. B.
