Dear Hr. Kirby:
As you had requested last week, I have prepared this preliminary report of our field sampling and analysis for airborne asbestos fiber during the removal of a valve at the A. W. Chest error. Company facility in Woburn, Massachusetts. I have outlined below the methods of air sampling and the results of filter analyses by both phase contrast and analytical transmission electron microscopy. Bulk analyses of the casket and packing products are also reported.
The methods of air sampling will be illustrated with 3 5 mr. slides at the conference scheduled for next week. Beth area and personal samples were collected .using high volume pumps having volumetric flew rates in the range of 9.50 to 9.75 liters per minute.
The tests were conducted on a damaged valve fitted to a Cycle therm steam generator. The item tested was a Walworth cate (main stop) valve fitted to a 6-inch pipe flange. The valve packing Chesterton Style 1722 (size 3/3 inches) and the gasket is also an A. W. Chesterton product. ' The boiler was taken out of service in July, 1935 and the packing and gasket material had dried and hardened in place. As a consequence, the..packing and gasket material had to be removed using a cold chisel and hammer.
Bulk analyses were performed on one sample each of the packing and gasket materials with the following result.

The bulk samples were analyzed by polarized light microscopy (I?A Interim Method; Appendix A to Subpart F-40 CFR Part 76 2) at magnifications ranging from lOx to 400x. The estimated phase abundances are provided in weight percent and are accurate to within 10 to 15 percent of the amount reported. This method is sensitive to the detection of asbestos to less than one percent bv weicht.
Four filters were analyted using phase contrast microscopy according to the NICSH 7400*method. This is the procedure fcllcved by CSKA for workplace compliance with the remiss.ible Exposure Limit standards. The results are as follows. A background sample taken before any activity took place gave a fiber count of less than 0.01 fiber per cubic centimeter (f/cc). During gasket removal the fiber count'was 0.Qi f/cc. During packing removal the fiber count was less than 0.01 f/cc. Finally, a personal sample collected curing the whole operation_ gave a fiber count of 0.01 f/cc. Note that 0.01 f/cc is the limit of detection by this method. Accordingly, a value reported to be less than 0.01 f/cc meer.s that nc fibers were detected. This operation induced pulling the gate valve away from the flange, and the removal cf both packing and gasket materials using a cold chisel. During this "accressive" removal, some dust was released into the air. The total elapsed time for this operation was aocut 20 minutes.
Four air samples were collected for analysis by analytical transmission electron microscopy (A7IM) , with the following result. A background sample drawn ever a period cf 50 minutes gave an asbestos structure count of less than 0.005' structures per cc. That is, nc asbestos fiber was found at the limit cf
During pac.King removal, an asoestes count of G.G3 structures per cc was found. Durir.c casket removal, the asbestos count was -0.005 structures per co. These samples represent airborne fiber concentrations in the area adjacent to the oceraticn. By way of explanation, ve provide the following consents. The terra "structures per cubic centimeter" includes individual fibers, fiber bundles, clusters and matrices.. Referring to the photographs, we see that the majority of asbestos-containing artifacts found were matrices. Very few single unattached asbestos fibers were found on any of the filters. We were unable to obtain selected area electron diffractie^ f^AED) patterns on the fibers because they were coated with* resin, a finding that may have medical cons'ecuences. Fiber icfer:cfixoation was cade on the basis of morphology and chemistry.
The short duration of the dismantling operation mace it necessary to collect the personal samples at a higher volumetric flow rata than is normally used. Also, a far greater number of TZM grids had to be examined in order to attain the detection limit of 0.005 structures per cc. The computer printout attached provides individual measurements of the asbestos fiber matrices. The photographs, we believe, are a good representation of the structures observed (keeping in mind that there were very few of them).
These filter samples were analyted following the U. S. E?A . AHZHA protocol which includes only these asbestos fibers having an aspect ratio of 5 or greater and, in addition, a minimum length of Q . 5 "'micrometers.
At this ccinr/, I would suggest that the reviewers of this work examine the individual asbestos fiber dimension data given in the computer printout.
