I. Federal Specification HH-I-OO5U5. Review of re-write by C.E. Ernst.
Mr. Ernst distributed a set (dated 4/4/67) of proposed changes incorporating those discussed at the September i960 meeting. Most of these were approved by the Section but after discussion further alterations and additions were made, principally as follows:
1. In paragraph 1.2.1, the description of the optional constructions of the three types were deleted, since the basis of choice be tween them was not given in the specification, and was not selfevident. Changes in text necessitated by this deletion will be made by Mr. Erast.
2. In 1.2.3, Type I, the 5/8 inch thickness was deleted.
3. In 3.14, revise to suit decision to list thermal Conductances (C valves) only in Table I.
4. Revise Table I to list conductances only, as follows:

5. In 3.15, delete "No. XXIV".
6. In Table II, odd values for 5/8" thickness of Type II. These axe to be supplied by T.C. Campbell (I.'ote: Type III Sound data is to be added to this table - C.E. Ernst.)
7. In 4.4.2, the specimen to be tested should be 12" x 12" x 1" (add the 1" thickness to give an equal basis for comparison between products.)
8. In 4.4.7, to Mr. Ernst's re-write, add "for twenty-four hours" after "exposure" in Second line of last paragraph. C.E. Ernst will revise in accordance with the above, forward to Barnhart
for membership approval.
II. Fire Tests for Thermal Insulation.
*
After much discussion, the Section agreed that a recommendation to all Govern ment agencies concerned should be made.
1. To utilise ASTM E 4 instead of E 162 (Radiant panel). This especially concerns the Corps of Engineers.
2. To encourage establishment of a standard group* of categories of fire hazard classification, such as A, B, C, etc. Each should list maximum values for flame spread and smoke developed, but should emit fuel contributed as not directly pertinent.
It was reported that the grouping of -84 results b|r classes _bad been proposed before, but was opposed by such groups as toe fire marshals';
It was reported that Underwriters* laboratories, Inc. has established separate listing for "Pipe and Equipment" and one manufacturer (Pittsburgh Plate Glass) has a pipe insulation listed therein. The testing procedure, including mount ing, was described by ft. Irwin an* was done on flat boards of the same material I ... as pipe insulation, with facing attached with adhesive and staples in toe same manner and amount os in factory implication.
Mr. Dorsey recommended that all manufacturers should try to jointly develop
suitable procedures for mounting and other details of testing at far as possi
ble. He also pointed out that where facings were applied at locations other
than where the pipe insulation was manufactured, Underwriters* laboratories
would probably require double or transfer labelling, one covering the base
material, the other the assembled, faced product.
...
III.
Kaval Ship Engineering Center Spec (Letter December 19th, 1966 to E.A. Korgenstem). Mr. Barnhart reported that do reply had been re ceived to this letter.
Mr, Harmon reported that Mr. Morgenstem had written a letter to Mr. Barnhart bearing the same date, but no one Wei able to recall any such-letter which dealt with a draft of MH-I-742C. Mr. Harmon will endeavor to get copies of this letter.

IV. Vapor Barrier Requirements for Ripe and Duct Insulations
A draft of a revision of HH-B-00100 prepared by K.M. Ritchie was circulated in late February to members of the Pipe Insulation Committee. Comments sent to Mr. Barnhart were discussed and these as well as additional suggestions and changes will be incorporated in a new draft to be circulated prior to the end of April. These included changing the title back to the original (to satisfy GSA), re-classifying the types, deleting reference to metallic foil except where the Mullen test is required to indicate strength, and adding a means of checking "Permanence of Fire Resistivity" for products containing paper.
A new draft will be circulated at an early date.
V. New Business
Mr. Barnhart circulated copies of the newly-printed HH-I-558a dated March 7th, 1567 and requested that each manufacturer furnish him with a list of products by trade names, end designations (such as densities, etc.), which they would furnish for each Form, type and class listed in this specification. This has been requested by GSA. This should be in his hands within three weeks.
The meeting adjourned at h:30 P.M.
Edge Printing of Vapor Barrier Jackets
Edge Printing...
In view of fact that NIMA T & R Committee has proposed a complete rewrite of HH-B-00100 which will change all present Classes and Grades, it was decided that for the present no manufacturer would require Edge Printing at this time. When the spec is revised and presented to Bob Lyons, GSA, Washington, D.C., and when we have acceptance from GSA, the manufacturers will then agree on uniform legend for Edge Printing and require same from their suppliers.
Respectfully submitted
X. K. Ritchie
