The underground storage tank (UST) at this Facility has been out of service since approximately 2012. At that time, the tank was gauged, and fuel level was verified to be less than 1 inch. The Environmental Protection Agency's Facility records indicate the Facility has one Total Containment UST with two compartments of 5,000 gallons and 7,000 gallons, respectively. Inspection Narrative On August 27, 2025, the EPA UST program personnel conducted an inspection at TJ's Quick Stop in Poplar, Montana. The EPA last inspected the Facility on May 18, 2022, and they selected it for routine re-inspection. Ms. Grabowski, the EPA inspector, spoke with the Facility owner on August 11, 2025, and sent a follow-up email to schedule the inspection and provide inspection details (see Attachment A). The EPA inspection team arrived at the Facility at 10:40 a.m. MDT. contacted the Facility owner, , via phone and learned that he would not be available for the inspection at the planned time. Instead, he would send his father, to assist with the inspection. The inspection team waited at the Facility until approximately 11:30 a.m., but no Facility representative showed up. Ms. Grabowski took photographs of the spill buckets, which are in Attachment B. 2050055 - TJ's Quick Stop Page 1 of 3 8/27/2025 UST Inspection Tank/Piping Leak Detection The Facility is out of service and leak detection is not being performed. Fuel level was verified to be less than 1 inch in April 2012. Cathodic Protection Cathodic protection (CP) is not required at the Facility. The portion of tanks and piping that are in contact with soil are constructed from non-corrodible materials. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment The Facility is in temporary closure and is not receiving fuel deliveries; therefore spill bucket testing and overfill prevention testing are not required. Periodic Operation & Maintenance (O&M) Walkthrough Inspections Walkthrough inspections are not required in temporary closure, provided the UST is empty. Operator Training Proof of operator training was not provided to EPA. Financial Responsibility Proof of financial responsibility was not provided to EPA. Physical Observations The EPA inspector viewed the spill buckets/fill pipes but was unable to gauge the tank compartments to confirm they were empty. Both fill ports were padlocked, and no Facility representative was present to unlock them for gauging. The spill buckets were both dry and contained some debris. Inspection Conclusions and Recommendations At the end of the inspection, the EPA inspector filled out an Onsite Deficiency Identification Form (see Attachment C), which represents initial compliance recommendations at the time of the inspection.
