Correspondence May 21, 1982 DATE U.S. Environmental Protection Agency (EPA) - Corrosion Control Manual ACTION REQUIRED: Review for information On May 11, 1982, Staff met with Peter Lassovczky, Office of Drinking Water, Science and Technology Branch. Lassovczky had seen or heard about the slides of A/C pipe samples taken from water systems of different ages and water quality characteristics (Note: this field sampling survey was performed by Johns-Manville Corporation and published by AACPP as "Structural Performance of Asbestos Cement Pipe in Corrosive Water Environment"). Lassovczky wanted to review the slides and assess their suitability for use in a corrosion control manual being prepared for EPA. This work Is being done by Dr. Ed Singley, a noted authority on corrosive waters from the University of Florida. The target audience would be water works operators. The manual would describe various forms of corrosion, how to recognize them, and what to do about the corrosion (in terms of water treatment) once identified. The manual's "editorial review board" is comprised of Lassovczky, Singley, Russ Lane (consultant, formerly with Illinois Water Survey), Jim Manwaring (AWWA Research Foundation) and one other. The manual currently is in a draft phase. According to Lassovczky, very little of the document relates to A/C pipe and nothing is said on the issue of the potential health effects of asbestos in drinking water. This was difficult to believe. He said EPA was doing a manual on internal corrosion control as a companion piece to the American Water Works Association manual on external corrosion control. Staff said it was not in a position to permit use of the photographs without reviewing a draft of the manual. Lassovczky agreed to make a copy available as soon as Singley completes the section on A/C pipe. Staff stated that this would be a prerequisite to approving EPA use of the slides. AACPP Action Plan Staff recommends cooperating with EPA through the drafting stage. In so doing AACPP will be able to provide substantive input :o the manual and possibly shape its comment about the internal corrosion of A/C water pipe. If the Agency does not accept industry recommendations or if the content might have adverse impact in the marketplace, use of the slides could be disapproved.
