MINUTES ! The 1976 Winter General Meeting of the Asbestos Textile Institute, Inc., was called to order by President A. Kuznuk at 1:15 p.n., Febru ary , 1975, at the Sheraton National Motor Hotel, Arlington, Virginia. MORE. Page 2 - ATI INC. lP/w^Wintor Meeting 2/5/76 J 2* President Kuzrauk welcomed all members to the mooting and asked each member to rise and give his name and company affiliation. The complete list of delegates appears on page 1 of these Minutes. 2. Upon a call for the reading of the Minutes of the last meeting, Tt v/as moved by S. G. Dixit, seconded by L. E. Moody, and unanimous ly approved, to dispense with the reading of sane. j4. In the absence of Treasurer Scanlan, a report on the financial status cf the Corporation was presented by President Kusmuk. On September 1, 1975, the balance on hand v/as $8,599.21. Added to this figure were total receipts of $11,004.49, the most notable being $9,750.00 from Members* dues and $748.90 from sales of the Chrysotile Asbestos Test Manual, 3rd edition. Total expenditures were $5,031.99, leaving a cash balance at the end of December of . $13,651.71. Talcing into account known assets and liabilities, the total net worth of the Corporation at December 31/ 1975, amounted to $13,256.32. The entire Deport of Funds, which will be filed for audit, is attached to these Minutes as Attachment I. J5. The Fiber Producers* Report v/as presented by P. E. Leclerc. To tal shipments for 1975 of asbestos by member companies of the Quebec Asbestos Mining Association show a decline of 42.5% from 1974. For Group 3 grades, the decline v/as 59%. At year-end, inventories of Group 3 grades were 65% lower than a year ago. The 7-month .strike at the Quebec asbestos mines is partially responsible for the de crease. The supply situation of the longer spinning grades is tight. Demand and supply of -idle regular spinning grades appear to be in balance. See Attachment II for the Fiber Producers* Report in its entirety. 6. Technical Committee Member J. W. Hawkins reported that his group met February 5 and 6 to review several ASHi Standards and a Military Specification. ... Mr. Hawkins announced that the Technical Commit tee, which had 3 members about 5 years ago, has been reduced to 3 members. Additional members are needed in order to have an active, _ on-going group. The Committee is suggesting that representatives ' be sent from Johns--Jlanville Corporation and Gcrlock Inc. Others that can give technical assistance are requested to volunteer. . It v/as advised that the ATI Technical Committoe and ASTM Sub-Commit tee D13.14 were one in the same with the exception of P. O. Nicodomus who serves as Chairman of D13.14 and as liaison between ASTH and ATI. Mr. Hi cod-emus is in ill health and is not in position to travel, but he has agreed to continue with these responsibilities for the time being. When the time comes that ho becomes unable to be active, the ATI Technical Committee has decided that the Chairman of both the AST11 and the ATI Committees should bo 'the same person -- rotating at two-year intervals. TCuntze, a report on the activi ties of the Fiber Research & Tasting Subcommittee was given by D. 2. Childers, A comparison test is underway on dust counting/ using the membrane filter method. Test results thus far indicate the labora tories involved did not use the sene counting procedure. Therefore, a second Round-Robin test will be run and it will be emphasized that all those participating should use the CSKA, method of counting. See Attachment IV for the entire Fiber Research & Testing Subcommittee Report, S. Chairman L, E, Moody adviced that the special Environmental Task Group met on February 4-5 to carry out the project assigned to it by the ATI Board of Governors -- which was to define each piece of asbestos tortile manufacturing equipment? to determine how an asbes tos fiber becomes airborne at each location? to describe the current means to capture and control airborne asbestos fiber? and to report on the effectiveness of the present controls. Chairman Moody will shortly issue a report to the Secretary on the findings of the Task Group. The Report, in turn, will be submitted to the Board of Gov ernors. Ultimately, the information will become a part of the ATI Position Paper which will serve as the Institute's comments to the U. S. Occupational Safety and Health Administration on the proposal to revise the "Asbestos Standard." * V. As reported by Chairman Moody,- the Environmental Committee met on February S during which it received a presentation and demonstration by Mr. Robert S. Magdelain on uilfisk vacuum cleaning equipment. Secondly, a discussion was held on the events of the meeting held on February 4 by the Asbestos Information Association/North America re the Industry Response it is preparing to the proposed revision of the "Asbestos Standard." Lastly, the Committee reviewed several sections of the afore-mentioned Standard, specifically those relat ing to recordkeeping, facility requirements such as showers, regu lated areas, and mechanical ventilation systems. See Attachment V for the entire Environmental Committee Report. 10. President ICeznuk advised that the Secretary would soon be sending response form to all member companies, requesting them to indicate their acceptance or non-acceptance of the new membership structure which becomes effective September 1, 1976, and which was fully de fined in the Minutes of the 1975 Annual General Meeting of ATI, Inc., in paragraphs 11 and 12 on page 4. It was reiterated that the Institute is opening its membership to a greater number of companies so they may become Regular Members and serve on the Board of Gover nors. The purpose of the mailing piece is to enable the Board to determine who will became Regular Members at tha start of the ne::t fiscal year. T ll.lt v/as regrettably announced by-President Kuzmul: that as a result of a corporate decision. Uni royal, Inc., had resigned as a Member of the ATI. Be stated the Board had accepted the resignation with a great deal of regret as the various representatives of Uniroyal had been a great asset to the Institute over the years, having performed effectively in its many activities, both administratively and at Comitteo level. ~T2.Because of Uniroyal*s resignation from, the Institute, vacancies ware created in the Office of Vice-President and in the Chairmanship of the Technical Committee. President ICuzmuh announced that through the remainder of this fiscal year and until the 1975 Annual Meeting, Treasurer Scanlan will tahe on the additional duties of Vice President of the Institute. W. Maashant will serve as Acting Chair man of the ATI Technical Committee. 13. President Itismuh informed the membership that the dates of the na;:t General Meeting of ATI, Inc., remained at June 3-4, 1976, although the site had been changed to Stouffer* s National Canter Inn Arlington, Virginia. The move was made in the interest of economy -when it was learned that Twin Bridges Harriett in Arlington (the previously-scheduled site) had established new prices for meeting space that seemed exorbitant and an unnecessary exens'e. 14. It was reported by President Kusmulc that the ATI Position Paper had been reviewed at this meeting. It is about ready for final draft form and should be coireloted and approved by the Board for submission to OCHA by the deadline which presently is April 9, 1976. The ATI Position Paper will incorporate the outcome of discus sions at the special mooting held by the Institute on November 13, 1975; data received and compiled following that meeting; and the .. -findings of the Environmental Tash Group (referred to in paragraph 8 of these Minutes). It will be concerned specifically with the posi tion of the asbestos terrtile manufacturing industry in the U.S. In addition, ATI is coordinating with AIA/I3A in its project texjard pre paring and submitting a total Asbestos Industry Response to OCHA. 15.There being no further business to he brought before the member ship, it was moved by P. Declare, Salas Director, As?3ostos Corporation ltd. t at the 1976 Winter General I-lceting of the Asbestos Textile Institute, Inc., Sheraton National Motor Hotel, Arlington, Virginia -- February 6, 1975 Total shipments of the Quebec Asbestos Mining Association member companies for 1975 show a decline of 42.5% from 1974. For group 3, the decline was 69%. The seven-months* strike in the Thetford- 31a ci Dake-East 3roughton area is partially responsible for this drop. At the end of 1975 the combined inventory of the QAKA members was the lowest every the stocks on hand of group 3 grades were 65% lower than they were the previous year; total stocks wore 59% lower as well -- and I should add that 50% of the inventor^ was made up of group 7 grades. . The supply situation of the longer spinning grades such as 3F, Cassiar AAA and Cassiar AA is rather tight. The demand and supply of the regular spinning grades appear to be in balance at this time. Grades in groups 4, 5 and 6 are very much in demand, and definitely^ in short supply. The demand for grades in group 7 continues to bo good, particularly in the "open type" grades. Since Mr. 3amwell of Uniroyal, Inc., no longer is active due to the resignation of Uniroyal from ATI, Mr. W. Maaskant will act as Chairman of the- ATI Ccffmr.ittee until the June meeting. ... It was unanimously agreed to request Mr. Nicodemus to stay on as Chairman of ASTil D13.14. 5. Specification HIL-I--15349c--Thermal Insulation Tape -- The con tents of Table II ware questioned. The nominal weight in the Table was recommended to be changed to minimum weight. RaybestosManhattan and Smith-rn Asbestos will consult with each other and, . if needed, will propose the change as follows: - 3.6.3 - Change 537 to 70% and also, as stated above, the weight in Tabic II from nominal to minimum; In the event Eayboctcc-Manhattan and Southern Asbestos decide that a change is definitely necessary, either Mr. Hawkins or Mr. Echerd will write to NAV3EC in Eyattsville, Maryland. more. Members of the Committee found that Government Procurement Agencies are still making reference to the old Specification. Due to the uncertain ty as to whether or not the Government will discontinue the use of asbestos products, it was suggested to not recommend changes in either Specification, C. ASTM D-2S9--Yam -- When next up for revision by ASTM Sub committee D13,14, it should bo determined what type of change is advisable to Section 10--Yarn number. The weight of plied yam calculation is not clear.- Also, a plied yarn tolerance for weight should bo added under paragraph 7.1.1. Childers to report on the activites- of the group* 2* At the last nesting, it v;as decided to run a comparison test on dust counting using the Membrane Filter .Method. The participants were instructed to use the sane counting procedure* However, test results received from three laboratories indicated the sane counting procedure was not used* In one instance, the fiber count between laboratories ranged from 5.3 to 2.5 'fibers/cc, and in another instance the counts ranged from 16.7 to 4.8 fibers/cc. 3. It was decided to begin another Round-Robin test. In the test, it will be emphasized that everyone use the OSHA method (NICSH, August 1972). Mr. Childers will prepare new samples for the now test. A copy of the OSHA procedure will be sent to all partici pants.
