This was an EPA inspection in response to a National Response Center Spill Report (NRC No. 1402710) which was received by EPA Region 6. The spill occurred on 06/23/2024. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. CapturePoint, LLC representative, Talia Clark participated during the inspection. There was no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection at the CapturePoint, LLC North Burbank Unit 57 Battery, where an equipment failure resulted in the release of a company estimated 4 barrels of oil and 800 barrels produced water. The released fluids migrated southwest into an unnamed tributary of Mud Creek. Section II - OBSERVATIONS Inspector observed the release point GPS: 36.784529, -96.739874 and the point of entry into an unnamed tributary of Mud Creek GPS: 36.784390, -96.740414. At the time of the inspection, the operator had removed all contaminated water from the flowpath and the impacted tributary near the point of entry (POE). I observed a temporary containment dam used in cleanup and flushing operations at GPS: 36.782229, 96.741974. At the time of the inspection, the impacted waters had been removed from the impacted tributary at this location. I observed the end of spill impacts and the lowermost temporary containment dam at GPS: 36.780665, 96.747074. At the time of the inspection there was no water present in the impacted tributary at this location. There are no photos available for this inspection.
