Twenty-nine individuals contributed 33 samples. Results are reported as parts per million FC-143 as fluo rine in blood. Results are summarized in the attached table. Emp loyees were promised prompt notification of program resu.' s. A notification procedure has been prepared as follows: 1. An employee communication will be made to all PPD Fluoroelastomers Operations personnel, Mechanical personnel in 745D Building (VITON) and 1163 Building (FMDL), Laboratory personnel and appropriate members of manufacturing and technical supervision. Refer to proposed communication attached. 2. The prepared communication is general in nature. No specific results will be transmitted. The communication will be read to each work group by line supervision. Attendance will be taken. 3. A supplementary question and answer information sheet has been prepared for supervision. This will provide supervision with background information to help answer questions from employees. 4. Employees participating in the blood test program will be indi vidually informed of their own blood test results on a personal and confidential basis from Plant Medical by sealed envelope. A brief explanatory letter will accompany the results. They will be furnished a medical consultation to explain individual results on a request basis. - EID 110659 BLD000180 000129 2 his communication will be made to: Area Supervision, Tuesday, Sept. 8 Area Union Representative, Wednesday, Sept. 9 Area Personnel, Wednesday, Sept. 9 11:00 a. m . 8:00 a.m. 1:00 p.m. ra BLD000181 000130 EID110660 VERBAL COMMUNICATION TO POLYMER PRODUCTS CHAMBERS WORKS EMPLOYEES In March, 1981, 3-M Companv announced preliminary results indicating that fluorosurfactant FC-143 caused birth defects when fed to preg nant rats in laboratory tests. The significance, if any, of the animal experiment as it may relate to employee exposure is not known. FC-143 is used in the Polymer Products Area on Chambers Works. Follow ing 3-M's announcement, PPD Area reevaluated our methods for controlling exposure to FC-143. In July, 1981 testing for FC-143 in blood was started as an additional precaution. This communication is intended to notify Polymer Products employees of the recent blood testing results. Thirty-three samples were taken from 29 individuals including operators, operating supervisors, laboratory technicians, a mechanic and a techni cal employee. The results ranged from zero to 0.25 parts per million FC-143 as fluorine in blood with an average of 0.049 parts per million. These levels of FC-143 in blood do not pose a significant health risk to our people. No adverse health effects have been identified in work ers at other sites with FC-143 concentrations higher than those found at Chambers Works. Employees who participated in the blood testing pro gram will obtain their own results from Dr. Oharriz at Plant Medical. The FC-143 control program is working effectively. Extensive workplace air monitoring indicates that FC-143 was very much below the provisional exposure limit of 0.56 parts per billion in air. The needs for further blood sampling and for exclusion of females of childbearing capability from areas using FC-143 are being reconsidered at this time. Personnel should continue to follow existing operating procedures and established personal and industrial hygiene practices.
