K e iji A katsuka, who has b e e n a p p o in te d i n i t i a l l y by th e E th y l C o rp o ra tio n . You w i l l r e c a l l t h a t we d is c u s s e d him on s e v e r a l o c c a s io n s du rin g , my l a s t v i s i t t o t h e K e tt e r in g , and I s t i l l was n o t happy about the e th ic s of th is p a rtic u la r d o cto r. Ken Lloyd has now r e tu r n e d from J a p a n , and h as t o some e x te n t co n firm ed my s u s p ic io n s i n t h i s c a s e , and w h ile what I have to say is of a purely c o n fid e n tia l n atu re between u s , I do th in k i t h as some b e a rin g on t h i s w hole q u e s tio n o f a p p o in tin g one d o c to r whose d u tie s may in v o lv e lo o k in g a f t e r th e in te r e s ts of competing com panies. A katsuka i s th a t th e r e would seem to be l i t t l e doubt th a t he ta k e s upon h im s e lf th e d u ty o f a tte m p tin g t o c r i t i c i s e arran g em en ts and equipm ent su g g e ste d by th e A s s o c ia te d E th y l Company a s improvements to blending in s t a ll a tio n s which have p re v io u sly had my a p p ro v a l a s b e in g o f a s a t i s f a c t o r y n a t u r e i n te rm s o f sa fe ty and hygiene. In a d d itio n , i t is believ ed th a t he tran sm its production fig u re s , throughput and so on, to c e rta in a n ti-k n o c k company r e p r e s e n ta tiv e s as p a r t o f a c o n f id e n tia l r o u t i n e . R e c e n tly Ken Lloyd made a p o in t o f c a l l i n g on D r. A katsuka t o t r y and h a n d le th e q u e s tio n o f a vacuum pump w hich we h ave in tr o d u c e d , a s you know, i n th e b le n d in g m a ch in e ry , and Ken found t h a t alth o u g h D r. A katsuka had v i r t u a l l y condemned th e u se o f t h i s equipm ent out o f hand, he o b v io u s ly .showed no knowledge about i t and of course had not approached us to g ain th isl ' I know you w i l l a p p r e c ia t e t h a t th e s i g n i f i c a n c e o f t h i s s i t u a t i o n i n te rm s o f my own r e l a t i o n s h i p w ith in my Company is a very serious one, fo r i f I cannot guarantee the e th ic a l behaviour of th e d o cto rs examining b lending p erso n n el throughout t h e w o rld , w h ate v er t h e n a tu r e -of t h e i r a p p o in tm e n t, th e n I w i l l n e v e r be a b le t o c o n v in c e t h i s Company t h a t th e v a r io u s m e d ic a l d ep artm en ts o f com peting comparies a r e i n f a c t n o t b ein g u sed f o r c o m p e titiv e p u r p o s e s .
