Results are due to EPA no later than 10 days following the end of the monitoring period. For example, the October 2024 TC sample results were due to EPA no later than November 10, 2024. Our office didn't receive the October 2024 results until November 15, 2024, after you received a failure to monitor violation. In March 2024, EPA warned you that late TC sample results would trigger a late reporting violation. If not already done, please complete the following actions: 1. Public notification (PN) is required within one year after the system learns of the violation 40 C.F.R. 141.204(b)(1). You may use the Consumer Confidence Report (CCR) as your delivery method to bill-paying customers if the CCR will be delivered within one year from the date of the violation. You may also include the PN with the water bill or other mailing or by direct delivery by hand. For customers who do not receive a CCR or water bill you must also distribute the public notice through publication in a local newspaper, delivery of multiple copies for distribution by customers that provide their drinking water to others (e.g., apartment building owners or large private employers), posting in public places or on the Internet, or delivery to community organizations. You can use the PN template enclosed with this letter or create your own Tier 3 public notice using the EPA Microsoft Word templates available at: https://www.epa.gov/region8waterops/reporting-forms-drinking-water-systems-wyoming-and-tribal-lands-epa-region-8#pn. 2. Please forward a copy of your public notice and certify that the public notification requirements were completed. The notice on the reverse is appropriate for distribution after each violation or collectively at the end of the calendar year. If you choose to wait until the end of the year to give notice, the enclosed form can be issued or it can be inserted into your CCR as long as all public notification requirements are met.
