61.70 (c)(1)
No emissions from the control device (incinerator) exceeded 10 ppm vinyl
chloride averaged over any 3-hour period during this reporting period. Emission requirements of 61.64 (a)(1), (b), (c), (d) and 61.65 (b)(1) (il),
b(5), (b)(6)(H), (b)(9)(H) are met by collecting, containing and incinerating vents from these areas prior to their release to the atmosphere. The exhaust gas from the Incinerator is measured continuously with a Honeywell gas chromatograph. The exhaust gas from the incinerator is also sampled weekly (grab sample) and analyzed for vinyl chloride.
There were 2208 3-hour periods for which the average emissions were determined during the reporting period. The gas chromatograph in the
incinerator exhaust gas was used to calculate the 3-hour period average emissions

61.70 (c)(4)(1)
The Aberdeen Chemical Plant uses a batch suspension polymerization process producing a single grade of PVC resin. The stripping operation takes place in the reactor. Stripped slurry batches are sampled as prescribed by this section.

The vinyl chloride content of each sample is determined by test method 107 as prescribed in 61.67 (g)(3).

Compliance with 61.64 () is attained by operating under the procedures approved by EPA Region IV on March 27, 1986, and not according to the procedure prescribed in Section 61.67 (g)(6).

There were ninety-two 24-hour average combined reactor opening loss and emissions from all sources following the reactor used as a stripper determined during the reporting period. On July 31 1988, one of the slurry samples analysis vials was broken in the head space analyser and no residual VCM result was obtained for that batch. The average residual VCM in the slurry for this date was determined using the other 29 batches stripped and analyzed that day.
