TECHNICAL COMMITTEE MEETING
The Hilton Hotel 1170 Spring Street Elizabeth, New Jersey

The meeting was called to order promptly at 8:00 a.m. by the chairman Ron McCreedy of Dow Chemical. The minutes of the May 26th meeting held in conjunction with the annual meeting in Charleston, South Carolina were approved as submitted. The chairman then went over the meeting objectives and noted any amendments to the agenda.
The Executive Director then presented the financial reports, covering the final figures for fiscal year 1992-1993 and the August year-to-date for the current fiscal year. Both are attached to the minutes for reference.
The subject of incineration was then discussed by the group in the absence of Dick Magee due to illness. The project with Midwest Research Institute concerning municipal waste and medical waste was reviewed in some detail by Don Goodman of OxyChem, who has been asked to provide program oversight to this project.
MRI had requested permission to publish their results in a peer review journal, but this was rejected and we will retain exclusive rights to the results of this project.

Roy Gottesman then reported on the status of the Swedish project to which the VI has committed $10,000 in this fiscal year. Professor
Buekens of Brussels is now involved with that program.
The latest project report on the Norwegian study was circulated and it was noted that this program is almost complete and will not involve VI financial support. No further meetings are scheduled of this group.
The subject of fire science was covered by Bud Hall and his report
was pre-circulated with the meeting agenda.
The UL corrosion
hazard assessment was discussed as it was brought up at the recent
CCFS meeting. The general feeling of the Technical Committee is
that this issue has not and probably will not affect vinyl markets.
It was noted that the Vinyl Siding Institute has a current project underway with Southwest Research Institute concerning radiant panel burn. Both Bob Burnett and Lou Maresca will try to obtain a copy of that test protocol from Julie Cahn.
It was noted that a replacement on the CCFS Committee for Peter Lloyd is needed and perhaps Tom Williams of Geon Company could be made available. The group decided not to pursue remediation of the DESC anti-PVC position as no "spill-over" effect is expected. Bud Hall will continue to monitor corrosivity issues.
A report prepared by Bob Strength covering the Milan meeting in May
was distributed to the group and is available on request from the
Vinyl Institute.
The Technical Committee has authorized Bob
Strength to attend the IEC *89 meetings in Sydney this November on
behalf of the Vinyl Institute with a projected expenditure not to
exceed $10,000.
Ron McCreedy then reported on the medical and health status, with an indication that Phase I of the VCM unit risk factor project at Dow is almost completed.
Lee Fishbein updated developments with respect to indoor air quality and referenced his recirculated report. It was decided to ask Franklin Associates for quotes on other end uses.
We also discussed the Tarkett deselection of PVC in Europe (see
magazine article attached).
It was agreed that the VI should
cooperate with the Resilient Floor Covering Institute to develop a
counter-attack with respect to indoor air quality. It was also
agreed to put this on the Issues Management Committee agenda.
We decided to check with Fred Krause to see if the Franklin study has in fact been given to AIA. Lou Maresca will follow-up. It was generally agreed that the whole issue of indoor air quality needs to be moved up on the priority list.

Next the group updated the status with the APC in various program areas. Don Goodman reported on database development and needs more input. Meredith Scheck will attempt to obtain the computerized file from Carl Henlein which apparently is not now at the VI. Other input may be available from member companies, such as Geon.
Lifecycle analysis at the APC was reviewed by Roy Gottesman, who reported that the APC committee is frustrated, lacking high level sponsorship of this program. He requested that a recent article by Lester Lave "Scope of Lifecycle Analysis" be circulated to the Technical Committee with these minutes.
Ron McCreedy reported briefly on his work with CMA/CCC in this area with few developments to report.
Don Goodman then reported on behalf of Scott Gabeline, who is now assigned to the Advanced Technology Recycling Committee. It was agreed that Don Goodman, Roy Gottesman and Bob Burnett will be involved with this group as required, but Scott Gabeline will be the main representative to the ATR.
Then followed a program update on ad hoc task groups of interest to the Technical Committee. The situation in Kansas with water which violates EPA guidelines was covered in a pre-circulated report. Another meeting will be scheduled with USEPA in October. Dow is proceeding with in-house remediation techniques and A1 Berens (retired BFG) is developing a test model based on pipe length and
diameter, plus flow rates in Kansas. Frank Borrelli will check out VCM air stripping in Florida.
The "Dioxin Factories" was summarized in a pre-circulated report.
The ad hoc group is chaired by Frank Borrelli and Ron McCreedy.
Press coverage has died down both in Europe and the United States.
McCreedy indicated that Dow will proceed to stack test at their
facility in Alberta, Canada.
The ChemRisk analysis with the
Executive Summary is complete and will be selectively distributed
by month-end.
The action register from the May 26th meeting was reviewed and all but 4 items were closed out. These have been carried over into the new action register.
The project report prepared by Bob Hinderer (attached) was briefly
discussed.
Roy Gottesman accepted the task of providing some
editorial oversight to this project.
Under new business, a proposal by EPIC (Ohio non-profit) which proposes to recover anhydrous HCl from the waste stream was discussed. Bud Hall of Vista agreed to review the proposal in some detail.

4 At this point, the Technical Committee reviewed the mission statement of the group and a sentiment for restructuring was voiced by many representatives. The vision is to go to small ad hoc work groups to address specific projects. The feeling is to retain the Technical Committee as a Board of Directors or oversight group to provide the umbrella organization and linkage with these working groups. Perhaps the Technical Committee should be renamed the Technical Advisory Committee with the objective of meeting perhaps 3 times a year in January, May and September. This group would also provide budget control. This means that the next meeting should have an agenda of new business only. The IMC will be asked to review general committee structures. The Executive Director was requested to issue the action register on Friday, September 24th, which has been done. The next meeting of this committee was established for Boston, Massachusetts at the Logan Hilton Airport Hotel, to be held on Wednesday, January 12th. The evening before, January 11th, at a special dinner. Dr. Lee Fishbein will be honored on the occasion of his retirement from Borden Chemicals and Plastics. There being no further business, the meeting was adjourned at 2:30 p.m.
