FEB 1 3 1983 765 North Broadway #6B Hastings-on-Hudson, New York 10706 February 7, 1983 Monsanto Industrial Chemicals Co. 800 North Lindbergh Boulevard St. Louis, Missouri 83166 Dear Sirs: As a candidate for a graduate degree in Environmental Engineering/Toxicology, I am currently involved in investi gating prefered technology for the reclamation and destruc tion of polychlorinated biphenyls (specifically Aroclor 1248) which have been identified in an inactive municipal landfill. Briefly, my concerns are the followings - acceptable standards for removal of PCB-contaminated fill (i.e., what residual amount may be tolerated? Upon what parameters is this limit based?) - state-of-the-art and currently economic means of treatment or destruction (eg., incineration, char coal, neutralization (?), bacterial degradation, . secure landfilling). Comparative costs and avail ability of these options in the New York metropolitan area. - technical data relating to the transport and trans formation of PCBs in soils and groundwater; also information on photo and biodegradation of these products. - current concern related to potential worker exposure (sanitation personnel) or unaware trespassers. I realize this is a tall order, and certainly would be grateful for information addressing any one of these issues. Any leads which you may be able to offer (names of contact people, public agencies, recent regulations, trade reports, etc.) will be appreciated, in addition to publications on the subject. Your report. Technical Bulletin PL-306AI AROCLOR PLASTICIZERS may also be a useful resource. Since expediency is important, I would prefer a quick brief re sponse to a delayed, comprehensive one. Thank you for your consideration. Sincerely, Catherine Bobenhausen 0755207 TOWOLDMONOQ59870
