Committee Organization After discussion. Committee members agreed to the following subcommittee responsibilities and assignments: 2.1 Administration To be responsible for administration, membership, planning, functions, and new areas of interest. Members: K. S. Lane, E. E. Christofano. 2.2 Public Relations and Communications To be responsible for publications, Chemical Safety Data Sheets, LAPIC liaison, CHEMTREC liaison, workship programs and speakers. Members: Mac Roy Gasque, Chairman, and C. F. Reinhardt, W. V. Andresen, and J. E. Long. 2.3 Health and Standards To be responsible for criteria and standards, epidemio logy, industrial hygiene, occupational medicine, toxicology, carcinogens, heat stress, noise, and special problems. Members: W. S. Ferguson, Chairman, and L. B. Grant, G. K. Levinskas, and F. L. Lyman. 2.4 Legislation To be responsible for awareness of pertinent legislation and regulations. Members: N. V. B. Grant OSHA, NIOSH, EPA - H. L. Slatin 3. Special Projects Special projects conducted through MCA were discussed. Che Secretary reviewed current MCA policy for conducting special projects, their initiation, and their funding. MCA provides an organizational convenience to groups of interested companies to work together on particular research or study efforts. 4. Progress Reports 4.1 Workshop L. B. Grant discussed the operation of the workshop and panel for the following day. 4.2 Case Histories N. V. Hendricks' request for submission of case histories suitable for publication remains open. Only three have been re ceived to date. The Public Relations Subcommittee will assist in soliciting cases. Some case histories will appear in the next issue of MCA's Chemecology. CMA 060276 OCH-lOO -4 4.3 Chemical Safety Data Sheets t A rewritten version on hydrogen cyanide has been referred to the Committee for review. Comments on the inapplicability of the first aid section on swallowing will be referred to the MCA Labels and Precautionary Information Committee (LAPIC). 4.4 Standard on Certain Carcinogens The progress of the Standard on Carcinogens was discussed jointly with the MCA Safety and Fire Protection Committee (S&FPC). The Occupational Health Committee (OHC) suggested that no more pro posals be submitted to the Department of Labor (DOL) on this subject before September 28, 1973. The special subcommittee will continue its work in developing a working definition of a carcinogen for possible use with DOL. 4.5 Noise The Health and Standards (H&S) Subcommittee will seek to develop a proposed MCA position paper on noise for NIOSH and OSHA. 4.6 Carbon Monoxide Similarly, the H&S Subcommittee will study carbon monoxide with the intention of developing a proposed MCA position paper for OSHA. 5. Input to Criteria Documents Inquiry will be made to determine under what conditions NIOSH will allow review of criteria documents. The H&S Subcommittee will try to find the identity of the contractors preparing such criteria and to establish a means for input. 6. Liaison On October 1, 1973, AIHA will meet with NIOSH, OSHA and ACGIH representatives. Mr. E. E. Christofano expects to attend and to report on the matters discussed. CWIA 060277 Dr. F. L. Lyman noted that the Soap & Detergent Association has been preparing a monograph on 'eye irritation' for publication in ' early 1974. The National Academy of Sciences is to review EPA air pollution requirements in an Automobile Emission Symposium conducted by John Redman. Sponsored by the Assembly of Life Sciences as part of a ore year study for the Senate Committee on Public Works, the meeting wi__ be held October 3-5, 1973, at The National Academy of Sciences, 21C1 Constitution Avenue, N. W., Washington, D. C. Although invitations to specific individuals have been issued, the meeting is open to encourage diverse opinions. 7. Legislation The Legislation Subcommittee will develop a proposed MCA position on independent status for NIOSH, as opposed to its placement in the Communicable Disease Center. 8. Industrial Hygiene Series The Public Relations Subcommittee will explore preparation of an industrial hygiene series from Chemecology and other sources for an independent publication. 9. Epidemiology The Committee voted to request funds in the new budget to produce a paper on how to undertake an epidemiological study in the area of industrial hygiene, recommending practices and procedures for the use of member companies. 10. Next Meeting The next meeting will be held on Tuesday, January 29, 1974, at the MCA Offices in Washington, D. C. H. L.
