Shaw 1. The meeting was called to order by Acting Chairman A. . Whitfield. Mr. E* A. Schuman was recognized as the authorized member representing JohnsManville Gorp*, in the absence of W. S, Rough who was in Europe, It was * also announced that a telegram had been received earlier from Mr. T. C. McCluskey stating that he would be unable to attend due to illness. 2, The first portion of the meeting was devoted to committee reports, a) The Technical Committee report was presented by D. F. Quealy, Chairman of that group. This committee in meeting earlier on this date considered many technical subjects of concern to the Institute including: 1) Federal Specifications, particular attention being directed to specifi cation SS-C-OOb.66b as it is presently being revised. There are several provisions under consideration for revision in this specification and some clarification must be affected if past misunderstandings are to be corrected. Efforts are presently being exerted in this endeavor; 2) the Fellowship project list was considered and suggestions were offered as to new projects that might be included in this work. It was felt that consideration of this problem will require a combined meeting of all committees if an effective program is to be established; 3) it was reported that a study of the effects of nuclear radiation upon the strength and structure of asbestos is currently being made at the Johns-1 Innville Research Center under the sponsorship of the Asbestos Textile Institute and that the results of this work should be reported upon in the near future. The formal report of this committee as presented at the General meeting on June 9th is attached as a part of the minutes of that meeting. b) The report for the Air Hygiene and Manufacturing Committee was presented by Chairman R. B, Smith. The committee in session earlier on this date considered a full agenda of subjects of interest to the members of this group and, in addition, spent a portion of the afternoon session in joint meeting with the other committees of the Institute at which time Dr, Kenneth Smith, Johns~Manville Corp., presented a report covering recent meetings and expressions of interest by the Public Health Service, U. S. Department of Health, Education and Welfare as they are concerned with the subject of the role of asbestos as an industrial hazard. As a result of this latter consideration, two recommendations were presented to the Board of Governors by this committee. First, it was recommended that the Board of Governors take the necessary action to advise the Public Health Service of the concern of the Institute regarding the misunderstandi.np currently prevalent throughout the many asbestos processing industries involved, the medical profession and the general public and further that the Public Health Service be invited to make a survey to clarify some of the misunder standings, with the cooperation of industry but with the major share of the financial responsibility being borne by the Federal Agency. Secondly, it was recommended that a subcommittee of the Air Hygiene and Manufacturing Committee be formed, composed of the medical directors or doctors represent ing the individual member companies, to assist the parent committee in properly evaluating and considering the problems encountered that are related primarily to medical and physiological questions. The Board of Governors in consideration of the above recommendations unanimously agreed that the two questions should be submitted by letter ballot to the member companies represented on this Board and the results of this balloting should serve to determine the action to be taken by the Institute* The formal report of this committee as presented at the General meeting is attached as a part of the minutes of that meeting* ' c) The Fiber Testing Committee Report was presented by Chairman C, R, Hutchcroft. It was reported that additional test methods including a Resin Pickup Test were approved during the course of the meeting of this committee held earlier on this date. All of the methods that have been approved thus far are now being typed preparatory to printing and binding as a Handbook of Test Methods for Asbestos. It is hoped that the printing may be completed by September, 1961. The distribution of ISO copies, gratis, to the member companies on a proportionate basis, related to each member company*s share in the financial responsibility of the Institute, will be carried out through the office of the Secretary of the Institute. Also, if additional copies, over the allotted shares, are desired they may be purchased through the office of the Institute at a cost of *80 cents to $1.00 per copy providing all orders are placed immediately. There will be only one printing and all orders must be included in the first printing. The complete record of the minutes of the meeting of this committee are attached as a part of the minutes of the General meeting held on June 9 d) The Sales Promotion report was presented by Chairman E. A. Schuman. This committee has been actively engaged in recent months in the revision of the Handbook and in the refurbishment of the four-section dis play. Both of these projects are nearing completion with the Handbook scheduled for delivery before July 1 and the Display being ready for exhibit ion by June 2lu The placement of the display was discussed and Mr. J. T. Griffis suggested that perhaps an International Trade Exposition that will be held in Charlotte, N. C,, during October of this year would be an appro priate location for a showing. Also, Hr. Schuman has made tentative arrangements for an exhibition on the west coast* Mr. Griffis is to obtain additional information regarding the nature of the Charlotte exhibition to ' determine whether or not it would be a suitable location for our display* > On the basis of the information ascertained in this connection, the j exhibition schedule will be determined. The formal report for the Sales Promotion Committee is attached as a part of the minutes of the General meeting, 2. Following the Committee reports the Chairman called for a reading of the minutes of the last meeting of this Board, however, since all members had received copies and were familiar with the actions there taken, it was ' moved by Hr, Bettes, seconded by Mr, Griffis and unanimously agreed that the reading be dispensed with at this time. 3, The Treasurer's Report was presented by Treasurer Whitfield and it was noted that General and Fellowship assessments were still due from two member companies and that only one member company had responded to the Handbook assessment to date. It was understood however that the Handbook assessment had been out for an insufficient period of time to expect a response at this time. Following a discussion of this report it was moved that, it be submitted at the General meeting with the recommendation of this Board that it be approved, iu a) Under subjects of old business offered for consideration, Mr, Schuman discussed the final financial arrangements agreed upon with Hibbert Print ing Company for the printing and binding of the Handbook* The figure agreed upon for 15>,000 copies furnished in Riegel Jersey Cover, Hopper Brite White Offset stock and perfect bond was #9*300,00, This price plus the retainer and payment for travel and services of Howard Bain at #1000,00 plus, and certain editorial committee expenses such as special drawings, etc, raises the total expenses to approximately #10,800,00 or 72 cents per copy, b) Also, under old business, the Secretary and Fellow briefly reviewed his concern over the nature of his work and services for the Institute and asked that this group seriously consider the over-all picture as it con cerns the future of the Institute as well as the Fellow, At this point the Secretary retired in order that a free and uninfluenced discussion might be pursued, 5.
