Edwards notified Mr. Elloitt EPA Region II (201) 548-8730, and Mr. Sal Pagano, New York State (518) 457-3967 of the leaking tankcar at the Binghamton rail yards. I followed up MacKenzie1s call with these same officials. Mr. Elloitt of EPA is not concerned. He thinks the proper procedures are being followed. Mr. Pagano of the New York State was more concerned and will try to get a material balance between the net weight of the product when shipped and what is now in hand in the rail yard. We reported to Mr. Pagano that the car contained 95,300 lbs of Aroclor 1016 and the route used by the rail road was A&S to NSW to Buffalo. D&H picked up the car at Buffalo for movement to Binghamton. Mr. Pagano was con cerned that a large amount of PCBs was missing. We told him that you probably will not be able to account each lb. because in dealing with rail weight, it varies from yard to yard. We also told Pagano that our man, Bill Crabtree, was on the spot to work with GE to insure that the proper procedures were used. Pagano just wants to make sure that there was no large spill like a 1,000 gallons. We called Bill Crabtree in Binghamton and told him of our discussion with the New York officials and they would probably send someone down to observe. We also said that we must get the best weight possible on these rail cars. No further action is planned until we find out exactly how much PCBs if any was lost. J.
