'J MONTHLY ACTIVITIES REPORT INDUSTRIAL HYGIENE CONSULTATION FOR AUGUST, 1984 IN SUPPORT OF MAJOR PROJECTS AND MAINTENANCE ACTIVITIES ' SHELL WOOD- RIVER MANUFACTURING COMPLEX AUGUST, 1984 LAM 019544 John A. Jurgiel & Associates, Inc. for August, 19Q4 in support of Major Projects and Maintenance Contractors at Shell are summarized in this report. This report covers the period July 29 thru August 31, 1984. Copies of reports prepared during ^this period are attached. While some efforts were devoted to general consultation and coordination with contractors' representatives on general industrial hygiene matters, this report highlights certain specific activities and surveys which occurred dur ing this period. In general, these included air sampling surveys for asbestos, free silica and lead, bulk sample analysis of insulation for asbestos, co ordination with contractors on anticipated work, compilation of MSDs in sup port of the Illinois Right-to-Know Law, inspections of contractors' asbestos removal activities, and a number of training sessions. SPECIFIC INDUSTRIAL HYGIENE ACTIVITIES Week One - July 29 - August 4, 1984 ' A. Air sampling for asbestos was conducted on July 30 at the KHT Unit while some transite material was being sawed and drilled. The survey report submitted on August 6 is attached. B. Mr. Nimmo worked with MMR to establish an asbestos control program for some of their work on the 0U-2. The covers on the main electrical tray were fbund to contain 50 - 60% asbestos. MMR employees were trained on the health hazards of asbestos, the need for protective clothing, respirators and careful housekeeping. Training also included respirator fit testing. LAM 019545 ABS-000356 Air samples for asbestos were?collected on July 30. A copy of the report dated August 6, is attached. C. An air sampling survey for free silica was conducted on August 2, at the DU-2. This sampling was in conjunction with cutting operations of pre-cast fire proofing (COROC). This work was being performed by Jamison under subcontract to Strange-Qoleman. Since elevated free silica concen trations were found, recommendations for corrective action were made. These recommendations included the purchase of a new saw, which was modified so wet cutting methods could be used. The new sawing techniques appear to be very effective and will also be used to cut transite in order to reduce the release of asbestos. A copy of the report submitted on August 27 is attached. D. Insulation samples from the SRU were collected on August 2 and analy zed for asbestos content. The report was submitted on August 3. Week Two - August 5 - August 11, 1984 No specific air sampling surveys or reports were generated during this week. Industrial Hygiene Consulting Activities were general and follow-up in nature, involving (a) visual inspection of MMR's activities with asbestos on the DU-2, (b) working with painters to secure necessary equipment for carbon monoxide monitoring for breathing air, (c) verification of ePA notification on asbestos removal work at the Sulfur Plant Week Three - August 12 - August 18, 1984 A. Prepared booklets of Material Safety Data Sheecs for the DU-1 in preparation of future MPO activities on that unit. LAM 019546 ABS-000357 B. An air sampling survey for lead was conducted on August IS, during sandblasting operations on the Cat Cracker i. The results indicated no ex cessive lead concentrations. Report of findings was submitted on August 27, 1984. Week Four - August 19 - August 25, 1984 X A. Doug Nimmo participated in a supervisory training program for MPO contractors. B. An asbestos control training program was conducted for 12 new em ployees of Insulating and Materials Company. C. A meeting was held with representatives of Nooter regarding their anticipated work at the Acid Plant. Nooter and IMCO were provided with ver bal guidelines regarding the asbestos control requirements for the anticipated asbestos removal work at the Acid Plant. Week Five - August 26 - September 1, 1984. A. Monitored MPO and Maintenance Contractor activities at the Sulfur and Acid Plants. A bulk sample was collected to confirm the presence of as bestos. Asbestos control procedures were implemented and the activities were closely followed until-completion. This was reported in a letter dated August 30. B. A meeting was held with representatives of AC6S to review their asbestos control.procedures. Recommendations were made to document their specific pro cedures, as well as their respirator and asbestos control training programs. LAM 019547 ABS'000358
